email JOverton@rdc.uscg.mil DESC: The U.S. Coast Guard Research &
Development Center intends to enter into a contract to support the
RDT&E activities associated with Maritime Operations Technologies.
Current maritime operations technology efforts focus on RDT&E in the
areas of Search and Rescue (SAR) and Law Enforcement (LE). The goal of
these is to make Coast Guard operations more efficient and more
effective. Focus is on results that provide potential savings to Coast
Guard operations while maintaining the level of support to which the
American public is accustomed. A partial listing of current project
work includes search performance modeling and simulation, sensor
evaluation, remote sensing, oceanographic and environmental data
acquisition, modeling drift of seaborne objects, search planning tools,
maritime law enforcement technology, active and passive surveillance
technologies, search theory, improved boarding and search equipment,
sensor fusion, and forensic chemistry stressing drug phenomenology. The
anticipated scope of work covers research, development, test, analysis,
and evaluation of technologies that support USCG operations. Skills
required include electrical engineering, mechanical and electrical
technical support, applied mathematics, applied statistics,
geostatistics, physical oceanography, forensic chemistry on cocaine,
heroin and related illicit narcotics, modeling, simulation, risk
assessment, and risk management. Anticipated tasking includes
development and evaluation of operational procedures and protocols;
development of test plans and procedures; specification, design,
development, and evaluation of hardware and software tools and systems;
prototype development; system training; operational support; design and
mechanical fabrication (metals/plastics); calibration and maintenance
of instrumented drift objects; data collection and data telemetry
systems; sensor technologies including acoustics and the radio,
infrared, visible and ultraviolet portions of the electromagnetic
spectrum; Command and Control systems integration and interfacing;
communications security; encryption; and C4I. The Coast Guard intends
to award an Indefinite Delivery/Indefinite Quantity type contract with
Cost Plus Fixed Fee provisions. The period of performance is for a
five (5) year period. The estimated level of effort is 33,000 hours per
year, totaling an estimated 165,000 hours over a five (5) year period.
Award will be based on Best Value to the Government. The evaluation
may result in multiple awards if the Coast Guard determines that it is
economically advantageous. The following factors are to be evaluated
personnel, technical approach, management approach, past performance,
facilities and cost realism. This acquisition is unrestricted based on
Full and Open Competition; SIC Code is 8711. Requests for solicitation

contracts up to $1,000,000. DOT Short-Term Lending Program (STLP)
offers lines of credit to finance accounts receivable. Maximum line of
