for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
solicitation; quotations are being requested and a written solicitation
will not be issued. This is a simplified acquisition being completed
under the Test Program For Certain Commercial Items (FAR 13.5), issued
as a request for quotation (RFQ), number SSA-RFQ-99-3736. This request
for quotation and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-09. BRAND NAME OR EQUAL:
This brand-name-or- equal description covers one type of silver
black-and-white raw microfilm in roll format. This type is packaged as
a 16mm camera film that can be used in the Anacomp Corporation's
Datagraphix XFP 2000 Computer Output Microfilm (COM) Recorder. This
film is to be Anacomp Laser-XP film, 200 meters long (656 feet), or an
equal film. Acceptable density readings within the range of 0.85 to
1.30 (after the exposed film has been processed) must result when the
film is exposed on the XFP 2000 Recorders as they are currently set by
the manufacturer. The Government does not intend to alter the
Recorders, voltage setting or any other aspect of the manufacturer's
recommended camera settings. If film other than Anacomp Laser-XP is
proposed on, test will be performed to determine whether the film is
equal to the brand name specified and that it meets all the salient
characteristics. In order to perform these tests, proposers are
requested to submit two rolls of an equal unexposed 16mm film as
samples. RAW FILM TYPE: The salient physical, functional and other
characteristics of the specified brand name product, which is essential
to the minimum needs of SSA are as follows: *1. Shall be silver gelatin
emulsion; *2. Shall have a polyester base; 3. Shall have an overall
thickness of 4.0 mils; 4. Shall be a 16mm X 380 meters roll format; 5.
Shall be in compliance with the latest update of the AMERICAN NATIONAL
STANDARDS INSTITUTE (ANSI) STANDARD, ANSI/NAPM IT9.1-1996, PROCESSED
SILVER-GELATION TYPE BLACK AND WHITE FILM SPECIFICATIONS FOR STABILITY;
*6. Shall have a static resistant backing, unaffected by humidity,
which survives the processing procedure; *7. The film speed shall be
medium; *8. The contrast shall be medium high; *9. The silver grain
shall be extremely fine; 10. The emulsion shall have been hardened to
withstand high- temperature (at least 115 degrees Fahrenheit) rapid
processing and to resist abrasions from the processor; *11. The minimum
density of the film shall be low; *12. Shall have a resolution with a
minimum 320 lines per mm when tested by procedures described in the
International Standards Organization (ISO) standard ISO 6328-1982,
PHOTOGRAPHY PHOTOGRAPHIC MATERIALS DETERMINATION OF ISO RESOLVING
POWER: *13. Shall be nonperforated; *14. Shall be non-edgeprinted; 15.
Shall be commercially marketed and be a generally available product.
Definitions or explanations are included in the Technical Report
ANSI/AIIM TR2-1998, GLOSSARY OF DOCUMENT TECHNOLOGIES. ESTIMATED
QUANTITY: Film, 16mm x 200 meters (656 feet), 3060 rolls(20 rolls per
carton), for the base year and each option year; FILM PACKAGING: For
the purposes of the Government and in compliance with its internal
procedures, rolls of unused (raw) 16mm film shall be packaged and
received from the contractor in plastic bags. Cardboard boxes shall be
used to contain these plastic boxes for shipment and storage. SHIPPING
CONTAINER MARKING: Unless otherwise specified in the schedule, standard
commercial marking shall be used. Exterior shipping containers shall be
marked, labeled or tagged as applicable and shall include: a. the
contractor's name and address; b. the contract number, and; c. the
total number of cartons in the shipment (e.g. 1 of 3, 2 of 3 etc.).
PACKING LIST FOR RAW FILM: A packing list or other suitable shipping
document shall accompany each shipment and shall show: a. the
contractor's name and address; b. the contract number; c. a description
of the material shipped, including item number, quantity, number of
containers and package number, if any. COMMERCIAL PACKING FOR DOMESTIC
SHIPMENT: Material shall be packed for shipment in a manner that
ensures acceptance by common carrier and safe delivery at the
destination. Containers and closures shall comply with the Interstate
Commerce Commission Regulation, Uniform Freight Classification rules,
or regulations of other carriers as applicable to the mode of
transportation. Delivery shall be made to the Social Security
Administration, Attention: Receiving Clerk, Metro West Building, 300 N.
Greene Street, Baltimore, Maryland 21201 and/or Social Security
Administration, Attention: Receiving Clerk, Middle River Warehouse,
2800 Eastern Blvd., Baltimore, Maryland 21220. Offeror is requested to
quote F.O.B. destination pricing. ISSUANCE OF DELIVERY ORDERS: All
supplies required under this contract shall be ordered by issuance of
delivery orders against the contract. The provisions at FAR Part
52.212-1, Instructions to Offerors Commercial Items apply to this
acquisition. There are no addendums to these provisions. FAR Part
52.212-2, Evaluation -- Commercial Items apply to this acquisition. The
Government will award a contract resulting from this request for
quotation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. To be considered for award under this
solicitation, offerors must offer a firm, fixed unit and total price
for the required line item for a base year and option years. EVALUATION
CRITERIA: The offer will be evaluated to assess compliance with the
specifications set forth in this solicitation and to determine the
reasonableness of the offered pricing for both the base year and option
years. The Government will evaluate offers for award purposes by adding
the total price for all options to the total price for the basic
requirement. Evaluation of options will not obligate the Government to
exercise the options. AWARD IN AGGREGATE: The award of any contract as
a result of this solicitation will be made in the aggregate. The total
evaluated price will be based on the unit prices for each item
multiplied by the estimated quantity. The individual totals will be
added to obtain a grand total. A written notice of award or acceptance
of an offer, mailed or otherwise furnished to the successful offeror
within the time for acceptance specified in the quote, shall result in
a binding contract without further action by either party. Offeror is
advised to include a completed copy of the provision at FAR Part
52.212-3 Offeror Representations and Certification -- Commercial Items,
with their quote. The provisions at FAR Part 52.212-4, Contract Terms
and Conditions -- Commercial Items apply to this acquisition. The
