The U.S. Department of Commerce/NOAA/NOS intends to negotiate on a non-competitive basis with COMPAS Systems to increase the hours in its existing contract by 1,500 hours for technical support and maintenance of the Shipboard Environmental Acquisition System software. The unforeseen complexities associated with combining the NOAA/Coast Guard/COMSAT SEAS/AMVER joint program to an operational status will increase the amount of effort required to accomplish this task. This modification of the "level-of-effort" for the existing contract (indefinite quantity, task order contract with fixed labor rates) shall be applied to the remaining two years of the current contract. This additional support under the contract includes to plan for, collect, process and exchange oceanographic data in both real-time and delayed mode. Data collection modes vary but include both drifting and moored buoys, expendable bathythermographs (SBT), thermosalinographs and other tools that become available from either industry or academia. Also, modifications to existing AMVER/SEAS installations. Any contractor assuming these duties must have intimate knowledge of the Shipboard Environmental Acquisition System software plus have the properly trained personnel with experience supporting the required services. Vendors who believe they can satisfy this requirement are invited to submit, in writing, an affirmative response demonstrating the ability to immediately assume the above duties without disruption to the current operation and demonstrating a cost benefit to the Government. Any written responses must be received no later than 15 days after the publication of this synopsis. In order to be considered responsive, the correspondence must be accompanied by a written narrative statement of capability, including detained technical information and other technical literature, sufficient to permit agency analysis in order to determine a bona fide capability to meet the Government's requirements.
