The National Institute of Standards and Technology (NIST) intends to negotiate with Reyer Corporation of New Market, MD for Radiometers on a sole source basis as follows: 001) Model S10/1 Modular Radiometer, UV; 002) Model S10/16 Modular Radiometer for the Near IR; 003) Model S10/14 Modular Radiometer, Temperature controlled Pyroelectric Detector; 004) Model CT-1000 Transmission Trap Detector Module utilizing six 1337-1010B photodiodes; 005) Model DTD-1000 Trap Detector Module utilizing two detector sizes, S1337-1010B and S6337-01 photodiodes; 006) Model RTD-1000 Reflection Trap Detector Module utilizing three S6337-01 photodiodes; 007) Model TTD-1000 Transmission Trap Detector Module utilizing three detector sizes, S1337-66B, S1337-1010B and S6337-01 photodiodes. Reyer Corporation has previously made design modifications, drawings, prototype, and additional modular radiometers for a NIST designed modular radiometer system. The new modular radiometers to be acquired are to be constructed according to special NIST requirements. All units are to be mounted in a uniform way. The special components are specified by NIST, and must be interchangeable with each other. The radiometers are modular and their sub units are to be interchangeable with each other as well. The trap detectors are also modular and custom designed. They are the only devices that can satisfy the NIST requested high accuracy (0.03% uncertainty) of radiant power and irradiance measurements between 406 nm and 920 nm. Similar quality trap devices are not available in the market. All radiometers have to be compatible to the existing NIST detector response calibration facilities. Reyer Corporation is the only company who is trained and prepared by NIST to design and fabricate different versions of the high accuracy modular radiometers. They participated in the design of the power and irradiance measuring trap detectors. The required delivery is 30 days after receipt of order, FOB Destination, Gaithersburg, MD. The statutory authority is 41USC 254 (c)(1), only one responsible source that can meet the requirements of the Government. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, all proposals received by 3:00 PM Eastern Time January 13, 1999, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer. NOTES: 1.
