Management Office is soliciting proposals for a Fixed-Price, Indefinite
Delivery Indefinite Quantity construction services contract, to provide
management, planning, execution and quality control of a broad variety
of construction renovation and rehabilitation projects predominant- ly
for facilities at or near the Pentagon, Arlington, VA. The contractor
shall pro- vide construction services as requested in delivery orders
issued under this contract. The basis for the Contractor's delivery
order proposals shall be the prices published by R.S. Means Company,
Inc., as contained in the Unit Price Section of the book entitled Means
Facility Cost Data. Delivery orders shall range from $1,000 to
$5,000,000. The cumulative (maximum) amount of orders shall not exceed
$280,000,000 over a possible seven year period. The construction
services will be limited to the support of the Pentagon Renovation
Program. Services may include, but not be limited to, the construction
of tem- porary office complexes, swing space, remodeling, earthwork,
concrete, mechnical, electrical (fire alarms, security systems,
sprinklers), demolition, reno- vation of multi-story office space in an
occupied building and tenant fit-out. The contractor should have
design-build capabilities, (the ability to take a project from
conceptual design level through completion). The work required extends
beyond a conventional, single construction effort, in that it involves
the planning scheduling, coordination and procuring of materials for a
fluctuating flow of anticipated unrelated tasks. The Contractor will
be expected to work in areas of the building while they remain occupied
and operational during construction and renovation activities.
Minimization of impacts to tenants and building opera- tions must be
considered at all times in the planning and coordination of work
activities. A high degree of coordination will also be required with
other con- tractors. The Contractor will need to provide a flexible and
multi-disciplined work force of the highest quality. The Pentagon and
most delivery/pick-up locations (including the Contractor-furnished and
Government leased ware- houses) are limited access facilities that
require all contractors and subcontract employees to be appropriately
badged as a condition of working in that facility. Legal resident
aliens employed by the contractor may request and be issued a Pentagon
Building Pass. One to three contracts will be awarded with a three-
year basic period and two two-year option periods for each contract.
Each contractor is guaranteed a minimum of one delivery order a year.
