Institute of Standards and Technology (NIST) has a requirement for the
fabrication and installation of one (1), 2 meter diameter, uniform
source integrating sphere, to be used in artificial weathering of
organic materials. The sphere shall be able to accommodate several
organic specimens, where they will undergo testing of exposure to UV
radiation, humidity and temperature conditions. THIS IS A COMBINED
SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. This solicitation #53SBNB960028, is a
Request for Quotations (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-09. There are no set-aside requirements
for this acquisition. The associated Standard Industrial Classification
(SIC) Code is 3826, and the small business size standard is 500
employees. Contract Line Item (CLIN) 0001 is for a quantity of one (1),
uniform source integrating sphere-2 meters in diameter. CLIN 0002 is
for the complete installation of the instrument in CLIN 0001. The
sphere shall have the following specifications: 2 m (78.7 in.) inner
diameter, MODULAR, REMOVABLE PANEL DESIGN INCLUDING: 16 equatorial
panels, each containing a 11.2 cm (4.4 in.) port and mounting flanges
for future port attachments and accessories; 16 panels in plane above
equatorial panels, each containing a 11.2 cm (4.4 in.) port and
mounting flanges for future port attachments and accessories;
Capability of modifying port sizes as needed; Capability of supporting
attachments on each port weighing up to 11.25 kg (25 lbs); Port plugs
for each of the 32 (16 + 16) ports described above; 60.96 cm (24 in.)
diameter entrance port at apex of sphere with corresponding port plug
(to be modified as necessary); 30.48 cm (12 in.) diameter port at
south pole of sphere with and port plug; Support frame with ground
clearance of 7.62 cm (2.5 in) with capability to level and move the
sphere; Total height of sphere and support frame shall not exceed 211
cm (83.1 in); Total width of sphere and support frame shall not exceed
239 cm (94.1 in); REQUIREMENTS FOR SPHERE INNER SURFACE MATERIAL:
Interior spectral reflectance must be lambertian and no less than 95%
at any wavelength in the UV region 250-400 nm (Please note that the
government shall have the option of verifying this requirement against
NIST Standard Reference Material #2044, if determined to be
necessary); Reflectance and UV durability data must be documented in
the open, peer-reviewed literature. No manufacturer's data or trade
journal references will be accepted; Shall not contain any organic
binders, i.e. acrylics, that can degrade under UV exposure; Resistant
to moisture in the range 5% to 80% RH; Thermally stable up to 200 C;
Capable of being restored to original reflectance by manual cleaning or
sanding. The government requires a 24 month warranty on all parts and
labor for the requested instrument. The FOB Point shall be destination,
Gaithersburg, Maryland. Delivery and installation are required within
4-6 weeks after issuance of purchase order. The delivery location is
the National Institute of Standards and Technology, Building 226, Room
B350, Gaithersburg, Maryland, 20899-8260. Acceptance shall be made by
the technical point of contact, named in the purchase order, at their
NIST Gaithersburg, Maryland address. The following Federal Acquisition
Regulation (FAR) provisions apply to this solicitation:
52.212-1-Instructions to Offerors-Commercial; 52.212-2 Evaluation
-Commercial Items. Evaluation criteria to be included in paragraph (a)
of provision 52.212-2 are as follows: (a) Capability of the item
offered to meet the government specifications; (b)Experience of company
in large sphere technology; (c) Past performance of product being
quoted. Technical criteria and past performance when combined are
approximately equal in importance to price. All potential suppliers
shall include with their quotation, a completed copy of the provision
at 52.212-3-Offeror Representations and Certifications-Commercial
Items. The following clauses apply to this acquisition: FAR
52.212-4-Contract Terms and Conditions-Commercial Items; Department of
Commerce Agency Level Protest Procedures-Level Above the Contracting
Officer (Dec 1996). The clause at 52.212-5-Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition. The following
