Contract Specialist, (805) 989-1947 This is not Request for Proposal
(RFP). Potential sources are being sought for the following effort: The
Weapons Test Wing Pacific has a requirement for contractor services for
the following nine elements. Elements A through H provide for the
specific aircraft services. Element I is an amplification of overall
maintenance services requirements. The offeror, or offeror team, may
provide these services for any, or all of the elements listed below. It
is the intent of Test Wing Pacific to issue an RFP and award a contract
to the offeror, or offeror team with the best value approach to meeting
all of the requirements. The solicitation process is anticipated to
begin with this RFI, followed by a briefing from potential offerors to
the Government in February, 1999, followed by the formal RFP process
ending in contract award. The contract is intended to be awarded on 01
August 1999, have a two month phase-in period, with actual services
start date of 01 October 1999 for Elements A through D. The actual
services start date for Elements E through H is 01 February 2000. The
contract is planned to be executed as a base period with two option
years. The contract is tentatively planned to be a basic contract with
delivery/task orders for each of the elements; however, the offeror
may suggest any contractual vehicle which results in the best overall
value to the Government. Element A. The offeror shall provide 3 or 4,
19 passenger, Fairchild Aircraft Corporation Metroliner III/IV
aircraft. The offeror shall maintain the aircraft according to the
manufacturers standard and IAW Federal Aviation Regulation (FAR) Part
91. The aircraft will be operated within CONUS and flown by Naval
aviators within the normal operating category as defined in the pilot's
operating handbook, and in such a manner as not to invalidate the
offeror's insurance policy. The aircraft will be based at Pt. Mugu,
CA., or Pt. Mugu, CA and China Lake, CA. Appropriate aircraft parking
space, hangar space, maintenance space and office space will be
provided by the Government. The Government is responsible for all fuel,
oil, ground power and other operational services during the contract
period. Aircraft usage is estimated to be 2650 flight hours per year,
with an option to increase the number of flight hours per year at a
rate specified in the contract. The offeror shall maintain the aircraft
at an Operational Readiness (OR) rate of 90 % or higher for each 30 day
period. Operational is defined as an aircraft that is capable of
performing its designed mission without degradation. If the aircraft
cannot be repaired in less than 72 hours, the offeror shall provide a
replacement aircraft of like design within 5 days. The aircraft will
primarily be utilized to shuttle personnel and limited equipment
between Pt. Mugu, CA. and China lake, CA.; however, other locations in
and around Southern California may be serviced on a limited basis.
Element B. The offeror shall provide air transportation services for up
to 130 personnel per day, from Naval Air Station Pt. Mugu, CA. to San
Nicholas Island and other locations in and around Southern California
and return. Multiple flights may be allowed. The offeror will provide
the aircraft, appropriately FAA certified aircrew to operate the
aircraft, and all scheduled and unscheduled maintenance required to
support the weekly flight schedule. The offeror shall provide an
aircraft that can operate from a hard surfaced runway with a minimum
length of 4000 feet. The aircraft must be turbine (to include turbo-fan
or turbo-prop) powered and capable of reaching all applicable minimum
en-route altitudes. The aircraft must be certified for over-water
flight to any of the United States held islands along the California
coast with a suitable runway. For flights above 10000 feet MSL, the
aircraft must be pressurized and carry sufficient supplemental oxygen
for all occupants as specified in the applicable FAR. The offeror will
maintain the aircraft according to the aircraft manufactures standards
and IAW FAR Parts 91 and 135 or 121, as appropriate. Appropriate
aircraft parking space, hangar space, maintenance space and office
space will be provided by the Government. The Government is responsible
for all fuel, oil, ground power and other operational services during
the contract period. The aircraft will be operated within CONUS and
flown by either Contractor flight crews or a mix of Contractor flight
crews and Naval flight crews within the normal operating category, as
defined in the pilot's operating handbook, in such a manner as not to
invalidate the offerors insurance policy. The typical weekly scheduled
passenger loading is as follows: Monday (am) maximum of 130 passengers
from Pt. Mugu to San Nicholas Island Monday (pm) typical loading of 60
passengers from San Nicholas Island. to Pt. Mugu Tuesday, Wednesday,
Thursday (am) typical loading of 60 passengers from Pt. Mugu to San
Nicholas Island Tuesday, Wednesday, Thursday (pm) typical loading of 60
passengers from San Nicholas Island to Pt. Mugu Friday (am) typical
loading of 60 passengers from Pt. Mugu to San Nicholas Island Friday
(pm) typical loading of 130 passengers from San Nicholas Island to Pt.
Mugu Additional non-scheduled flights may be required within CONUS
within the same time period as the scheduled flights. The offeror will
be given 48 hours advance notice. The aircraft usage per contract year
will be dependent on aircraft size selected with an option to increase
the total flight hours for each year at a rate specified in the
contract. Element C. The offeror shall provide scheduled and
unscheduled maintenance for three (3) DC-130A aircraft provided as GFE.
The aircraft will be maintained IAW Air Force Technical Order ( -1)
requirements. Appropriate aircraft parking space, hangar space,
maintenance space and office space will be provided by the government.
The Government is responsible for all fuel, oil, ground power and
other operational services during the contract period. The offeror
shall provide, as required, fully qualified aircrew to support the
limited numbers of qualified Naval aircrew in the operation of these
aircraft. The aircraft will be based at Pt. Mugu CA. The aircraft usage
is estimated to be 450 flight hours per year, with an option to
increase the number of flight hours per year at a rate specified in the
contract. The aircraft will primarily be utilized on the NAWCWPNS Sea
and Land Test Ranges; however, other locations in and around Southern
California may be serviced on a limited basis. The primary purpose of
these aircraft is to launch drone vehicles on the test ranges and to
carry limited cargo to various destinations in Southern California.
Element D. The offeror shall provide scheduled and unscheduled
maintenance for five (5) NP-3D aircraft provided as GFE. The aircraft
will be maintained IAW Navy 4790.2 requirements. Appropriate aircraft
parking space, hangar space, maintenance space and office space will be
provided by the Government. The Government is responsible for all fuel,
oil, ground power and other operational services during the contract
period. The offeror shall provide, as required, fully qualified aircrew
to support the limited number of qualified Naval aircrew in the
operation of these aircraft. The aircraft will be based at Pt. Mugu CA.
and the aircraft usage is estimated to be 1000 flight hours per year,
with an option to increase the number of flight hours per year at a
rate specified in the contract. The aircraft will primarily be utilized
on the NAWCWPNS Sea and Land Test Ranges; however, other locations in
and out of CONUS may be serviced on a regular basis. The primary
purpose of these aircraft is to monitor/relay/record telemetry and
other critical RDT&E data. Element E. The offeror shall provide
scheduled and unscheduled maintenance for four (4) AV-8B type aircraft.
The maintenance of the subject aircraft shall be IAW Navy 4790.2 series
requirements. The offeror shall provide a sufficient maintenance crew
to comply with all Navy requirements. The number of aircraft may vary
during the life of the contract and the offeror must be prepared to
place aircraft in and out of Type II preservation as necessary. The
aircraft will be based at the Naval Air Weapons Station (NAWS) China
Lake, CA. Appropriate aircraft parking space, hangar space, maintenance
space and office space shall be provide by the Government. The
Government is responsible for all fuel, oil, ground power and other
operational services during the contract period. The aircraft usage is
estimated to be 300 hours annually with an option to increase to 500
hours at a rate specified in the contract. The AV-8B will primarily be
operated at the NAWCWPNS China Lake Land Test Range; however
detachments within CONUS occur approximately five (5) times annually.
The primary purpose of these aircraft is to support COMNAVAIRSYSCOM
mandated RDT&E operations. Element F. The offeror shall provide
scheduled and unscheduled maintenance for one (1) T-39D type aircraft.
Subject aircraft is a unique, one of a kind platform. The maintenance
of the subject aircraft shall be IAW Navy 4790.2 series
requirements.The offeror shall provide a sufficient maintenance crew to
comply with all Navy requirements. The aircraft will be based at the
Naval Air Weapons Station (NAWS) China Lake, CA. Appropriate aircraft
parking space, hangar space, maintenance space and office space shall
be provide by the Government. The Government is responsible for all
fuel, oil, ground power and other operational services during the
contract period. Aircraft usage is estimated to be 150 hours annually
with an option to increase to 300 hours at a rate specified in the
contract. The T-39D will primarily be operated at the NAWCWPNS China
Lake Land Test Range; however detachments within CONUS are likely to
occur infrequently. The primary purpose of this aircraft is to support
COMNAVAIRSYSCOM mandated RDT&E operations. Element G. The offeror
shall provide scheduled and unscheduled maintenance for three (3) HH-1N
type aircraft. The maintenance of the subject aircraft shall be IAW
Navy 4790.2 series requirements. The offeror shall provide a sufficient
maintenance crew to comply with all Navy requirements. The number of
aircraft may vary during the life of the contract. The aircraft will be
based at the Naval Air Weapons Station (NAWS) China Lake, CA.
Appropriate aircraft parking space, hangar space, maintenance space and
office space shall be provide by the Government. The Government is
responsible for all fuel, oil, ground power and other operational
services during the contract period. Aircraft usage is estimated to be
250 hours annually with an option to increase to 450 hours at a rate
specified in the contract. The HH-1N will primarily be operated at the
NAWCWPNS China Lake Land Test Range. The primary purpose of these
aircraft is to support Search and Rescue (SAR) missions east of the
Sierra mountains from NAS Fallon NV to the Mexican border, SAR
training, and RDT&E missions as directed. Element H. The offeror shall
provide scheduled and unscheduled maintenance for one (1) AH-1W type
aircraft. The maintenance of the subject aircraft shall be IAW Navy
4790.2 series requirements. The offeror shall provide a sufficient
maintenance crew to comply with all Navy requirements. The number of
aircraft may vary during the life of the contract and the offeror must
be prepared to place aircraft in and out of Type II preservation as
necessary. The aircraft will be based at the Naval Air Weapons Station
(NAWS) China Lake, CA. Appropriate aircraft parking space, hangar
space, maintenance space and office space shall be provide by the
Government. The Government is responsible for all fuel, oil, ground
power and other operational services during the contract period. The
aircraft usage is estimated to be 100-200 hours annually. The AH-1W
will primarily be operated at the NAWCWPNS China Lake Land Test Range;
however detachments within CONUS may occur. The primary purpose of
this aircraft is to support COMNAVAIRSYSCOM mandated RDT&E operations.
Element I. This element provides amplification of the requirement for
labor services in support of organizational andselected intermediate
and limited depot level repair on designated aircraft. Part 1.
DC-130A/NP-3D Aircraft: The oferor shall provide the labor, logistics,
maintenance and material, engineering and data (including maintenance
requirements and specifications), and tools (except those items
specified herein as being government furnished and/or maintained),
required to support and maintain Government Furnished DC-130A and NP-3D
aircraft. The offeror shall provide organizational level maintenance
and related services including; Quality Assurance, Safety Program,
Administrative, Maintenance Control, Material Control, Logs and
Records, Power plants, Airframe Corrosion Control, Electronics,
Electrical/Instrument, Armament, Flight Line and Aircraft Peculiar
Support Equipment. The maintenance functional areas of responsibility
descriptions for the NP-3D aircraft for engines and propellers are in
the Navy Intermediate Maintenance program and are in accordance with
OPNAVINST 4790.2. For the DC-130A only, aircraft maintenance will be in
accordance with the U.S. Air Force Specialized Inspection Program and
repair and overhaul of aircraft, engine, avionics and related
components performed off-site shall be IAW Federal Aviation Regulations
(FARs) Parts 43, 91 Subpart C, and 145 using FAA certified personnel
and facilities. Maintenance functions include: crash damage repair,
component repair/overhaul, and obtaining all drawings, specifications
and tooling required to maintain and repair the aircraft and related
components to an airworthy condition. The offeror shall provide related
support elements such as training of employees, engineering and
technical support and the related support equipment identified under
this contract. The Government reserves the right to increase or
decrease the number and type model series of the aircraft inventory
under this contract to meet the Navy's mission. The single most
important offeror performance criteria is providing safe, flyable
aircraft necessary to meet operational flight schedules. Aircraft
availability is the responsibility of the offeror. The offeror shall be
responsible for the airworthiness of these aircraft and for the
correction of all damage and/or defects. Required maintenance
certification training is the responsibility of the offeror. The
offeror's management plan shall provide for initial and replacement
training of maintenance personnel adequate to cover attrition and
increased requirements with no impact on aircraft availability. It is
anticipated that at the beginning of FY-99, there will be 3 DC-130A and
5 NP-3D aircraft at Point Mugu, California. Throughout the life of the
contract these aircraft may be replaced by different versions of
either aircraft. Part 2. AV-8B, AH-1N, T-39D, HH-1N, F/A-18 Aircraft:
The offeror shall provide labor services for scheduled and unscheduled
maintenance on AV-8B, AH-1W, T-39D, HH-1N and 1100 line items of
Ground Support Equipment (GSE), Electric/Battery, and Avionics repair.
The offeror's maintenance personnel for the subject aircraft and
equipment shall be qualified to maintain the aircraft IAW Navy 4790.2
series. The Government also reserves the right to add other type
aircraft such as the F/A-18 aircraft at a future date. The addition of
I-Level Work Centers such as the Tire Shop, NDI, and Hydraulic Shops
are skills the offeror must be prepared to provide. Offerors possessing
the capability to perform the requested work are invited to submit a
summary of their capabilities addressing the above technical areas. The
statement of capability should not be longer than 30 pages and should
include relevant background and experience, with contract numbers,
names and phone numbers of contracting office/r and technical officer
POCs. This synopsis is for informational and planning purposes only and

construed as a commitment by the Government to issue a request for
proposal or award a contract as a result of this request. Any further
procurement action for this project will be the subject of a future
announcement. The Government will not reimburse any respondent for any
cost associated with information submitted in response to this
request. Firms responding to this synopsis should indicate their size
status. The Navy reserves the right to consider a small business set
aside based on responses to this Notice. Offerors are invited to submit
