This announcement constitutes both a sources sought synopsis and market
research. This market survey is issued to identify potential
contractors with the skills, experience, and knowledge required to
accomplish the following effort as well as to identify businesses
currently offering the same or similar services in the commercial
market place at established catalog or market prices. The Government
intends to award a contract for efficient and effective operation and
maintenance services of systems associated with the Utah Test and
Training Range (UTTR). The UTTR currently includes but is not limited
to the Utah Test and Training Range, Hill AFB, Dugway Proving Grounds,
Wendover Utah, and other remote locations. The proposed acquisition is
for, but not limited to, the following: The contractor will provide
technical and maintenance experts in radar, telemetry, targets,
threats, data production and processing, computer analysis, Global
Positioning System, multi-lateration system, Aircraft Maneuvering
Instrumentation, and support various test programs such as the Weapons
Systems Evaluation Program (WSEP). In addition, it is anticipated that
the contract will address and the contractor responsible for providing
technical expertise in areas such as Environmental, Civil Engineering,
Security, Customer Service, Helicopter Support, and Logistics Support.
This acquisition will be a successor contract to the UTTR portion of
contract F04611-87-C-0039. Air Combat Command/388th Fighter Wing
located at Hill AFB, Utah has generated the requirements for this
contract. Local Office of Responsibility (OPR) is the 388th Range
Squadron Recompetition Team, John A. Raccasi, Program Manager. It is
anticipated that these services will be acquired with a one-year basic
contract with nine additional one-year option extensions. The
performance on this acquisition is expected to begin October 2000.
Potential offerors are requested to provide a summary of the
capabilities and expertise they have which allow them to perform these
services. The summary should be limited to two pages and include but
not be limited to the following: point of contact, previous experience
for the same or similar services (if government contracts provide
contract numbers and brief description of the contract services), type
of pricing arrangements used in prior government and/or commercial
contracts, if the company is a small or small disadvantaged business
(and other company information). The offerors are also requested to
provide any other information which is indicative of their capability
to perform the services. If contractors are only interested or
qualified for subcontracting, so state. Submit two copies of the
summary of capabilities and interest as potential offeror via
electronic mail no later than 25 days after publication of this notice.

been appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of the proposals or in the
