The equipment/materials/systems must be capable of being handled and operated efficiently by a single diver without surface support or surface supplied power. It is the intent of this announcement to determine existing Off-The-Shelf (OTS)/Commercial-Off-The-Shelf (COTS) equipment/materials/systems or to determine OTS/COTS technology that may have application for the Navy's underwater/marine surface preparation needs.
