(BN) is a prime contractor for the operations and maintenance of U.S.
Department of Energy facilities and laboratories at the Nevada Test
Site (NTS), located 65 miles northwest of Las Vegas, Nevada. BN will
soon be soliciting proposals for design, build and installation of a
vertical concrete lined shaft and hoisting system. Background: The U1a
Complex is an underground laboratory facility located within the NTS.
The complex requires expansion to include construction of a 20 foot
diameter by 1,050 foot deep concrete lined shaft which is collared at
the surface. Requirement: The new shaft, referred to as U1h, will
require installation of a shaft collar, structural steel, utilities
(water, chilled water, compressed air, ventilation, power,
communications -- along the shaft), excavation and installation of a
shaft station and muck pocket. Also required is a 10 ton net capacity
hoisting system composed of a head frame located over the shaft collar,
a cage/skip used for conveying men, materials, and mined muck, and a
hoist used for powering the cage/skip. The Subcontractor will be
responsible for providing all engineering and design, construction
labor, project management, subcontractor managment and oversite,
equipment, tools, materials and supplies which are necessary to
successfully complete the project. This is a full design/build project
and the successful Subcontractor will be monitored throughout through
the use of progress milestones and performance measurement objectives.
Offerors proposals will be evaluated for safety, performance, project
management and technical approach, past performance, key personnel as
well as company experience in managing projects of this magnitude and
complexity. A fixed price subcontract for design, construction and
installation of the entire shaft and hoist system is contemplated.
However, BN will reserve the right to award as optional, any individual
part of the overall system. The subcontract is expected to begin early
May 1999 and continue approximately one year in duration.
Solicitations will be issued in late January 1999 and may be obtained
by responding to this announcement. Mandatory Compliance Requirements:
The successful Subcontractor selected for this project will be
required to comply with all DOE imposed regulations, federal, state and
local law and Bechtel Nevada subcontract terms and conditions.
Additionally, the successful Subcontractor will be required to become
a signatory to the project labor agreements in effect between BN and
the Southern Nevada Building and Construction trades council, and to
comply with the hourly wages, fringe benefits and subsistence
requirements stipulated by those agreements . All respondents to the
solicitation will be required to provide written certification of their
