selection procurement for additions and renovations to two separate
school buildings: (1) Building 4175-Elementary/Middle School and (2)
Building 200-High School. The project is solicited with one base bid
item and nine options. The options will not necessarily be exercised in
the order given. Scope of work includes Base Bid Item 0001A for Bldg
4175: Construction of new concrete gymnasium, new concrete library and
music building, renovation of existing building for a cafeteria and
art building, including building expansion, and supporting facilities;
Base Bid Item 0001B for Bldg 200: Design/build gymnasium, renovation
of the Bldg 200 annex, renovation of Bldg 200 and supporting
facilities; Option 1: Bldg 4175, ADA elevators; Option 2: Bldg 4175,
Walkway coverings; Option 3: Bldg 4175, Kindergarten Extension; Option
4: Bldg 4175, Soccer field; Option 5: Bldg 4175, parking lot
extension; Option 6: Bldg 4175, Softball field; Option 7: Bldg 200,
Exercise room; Option 8: Bldg 200, Soccer field; and Option 9: Bldg
200, Walkway Covering. A firm-fixed price contract is intended for
award without discussions to the responsible offer whose proposal
conforming to the solicitation, provides the best value to the
Government, considering price and technical factors. The Government
reserves the right to conduct discussions if it is determined that
discussions are necessary. Evaluation for award will be based on Factor
(A): Technical qualifications including Subfactor (1) Past performance
and experience of construction staff and Subfactor (2) Approach to
construction; Factor B: Subcontracting goals including Subfactor (1)
Participation in the performance of this contract and Subfactor (2)
Past performance; and Factor C: Price. Since this project will be
funded under the Military Construction Appropriation Act, the American
Preference Policy applies. The performance period of the basic
requirement is 540 calendar days from the date of award. The estimated
price range is over $10 million. Request for Proposals (RFP) will be
available on or about 15 January 1999 at a charge of $200 per set.
Payment must be received prior to issuance of the solicitation. Make
