SOUGHT. Sources are currently being sought for Utility Bill
consolidation efforts in the four state area covered by the 99th
Regional Support command. the states to be covered are Pennsylvania,
Maryland, Virginia, and West Virginia. The following is a basic
description of what services are included in the Statement of Work to
date. The contractor shall make arrangements to provide services for
the consolidation of utility billing for electricity, gas, water,
sewer, steam, storm water, fire hydrant, and refuse services at
approximately 210 sites managed by the 99th Regional Support Command.
Services shall include but not be limited to: Creating and maintaining
a database of facility sites and utility companies, and developing a
monthly electronic file to interface with the Resource Information
System, Engineer Reserve (RISER) accounting system; make arrangements
to receive directly from the approximately 175 serving utility
companies monthly bills for electricity, gas, water, sewer, steam,
storm water, fire hydrant, and refuse services for the current 210
sites; Receiving, processing, and paying directly to each utility
company the monthly bills. preparing and submitting a single
consolidated monthly invoice to the 99th RSC for all utility services
to all sites, itemized by commodity billed; preparing and submitting to
the 99th RSC a RISER General Ledger monthly report detailing the amount
of utility service consumed at each of the sites broken down by site;
preparing and submitting to the 99th RSC a monthly report of electric
energy consumption data and trends in that data for the sites serviced
by the 99th RSC; and preparte and submit a monthly report comparing
the energy consumption data for similiar buildings. Businesses,
including their affiliates with annual receipts of $5,000,000 or less
during the past 12 months are considered small. Respondents must
identify experise in the areas described above by submission of a
capability statement; past performance (3 -- 5 yuears, client, point of
contact, estimated value). Respondents must identify their business
status, i.e. women-owned, Native American, 8(a), or small business. The
anticipated SIC Code for this acquisition is 4939. Capability
statements should not exceed 10 pages. the contract will provide for a
90 day phase in period. Basic period of performance is anticipated to
be from 1 July 1999 through 30 June 2000, with four one year option

qualified businesses to submit responses may be grounds to solicit this
