Officer 301-402-4509 The National Cancer Institute proposes to
procure services from the Finnish Cancer Registry, Liisankatu 21 B,
Fin-00170 Helsinki, Finland, to examine cancer risk among patients with
bronchial asthma. NCI must identify both out-patient and hospitalized
asthma patients in a population-based study for complete ascertainment
of eligible cohort members and for evaluation of the severity of
asthma on cancer risk. In addition, inclusion of long-term (up to
thirty or more years) patients is necessary to assess long-term cancer
risks. The Finnish Cancer Registry, which offers the aforementioned
characteristics, consists of patients diagnosed with bronchial asthma
(ICD-7 code 241, ICD-8 code 493 or ICD-9 493) between 1964 and 1997.
The cohort members will be followed for cancer outcomes, particulary
lung cancer, hematopoietic malignancies, and adenocarcinomas of the
esophagus and gastric cardia. The Finnish Cancer Registry is a
nationwide population-based registry. The Finnish data are unique with
regard to: the size of the cohort with an estimated person-years at
risk of over 1.5 million, which allow for detailed analysis cancer
outcomes by histologic type and anatomic subsite, including less common
cancers such as esophageal and gastric cardia adenocarcinomas. In
addition, the Finnish Cancer Registry investigators have experience in
conducting large population-based out-patient cohort studies,
including an out-patient cohort study of asthma patients. Based on the
NCI researcher's knowledge, the Finish linked-registry data is the
only known large computerized, population- based data source that
include both in-patient and hospitalized asthma patients who can be
linked to a population-based cancer registry for long-term follow-up of
cancer outcomes. However, if any interested party believes it can meet
all of these requirements, it may submit a capability statement to

must be in writing and must contain material in sufficient detail to
allow NCI to determine if the party can perform the requirement. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
