Purchasing Agent, chao@volpe.dot.gov. The Volpe Center plans to
solicit a sole source Simplified Acquisition from Robert Monetti,
Cherry Hill, NJ, to report and document an analysis of the effect of
explosives on aircraft. The Volpe Center is developing the models to
assist the Federal Aviation Administration (FAA) with the purchase and
installation of checked baggage and cargo screening devices located at
the airports in the US in order to ensure safety of the airports and
the flying public. This analysis will help in defining the exact
quantity and type of explosives needed to destroy aircraft in flight,
the information that will be gathered will help to protect an aircraft
from a terrorist bomb. The contractor will be tasked with examining
the effect of explosives in locations such as, a cargo container, a
blast mitiga ting container or a passenger compartment and will be
required to look at the blast effect on a narrow body aircraft. Small
business firms classified under SIC Code 8711 that are interested in
proposing on this requirement, must respond in writing within 15 days
of the date of this publication, that they have the expertise and
knowledge of working with the Volpe Center s modeling program and have
experience working with the Civil Aviation Security Technology
Assessment System (CASTAS). Small Business firms will be required to
submit a maximum of 5 pages, but, not less than 3 pages of
documentation in support of the above for evaluation, prior to
receiving a solicitation. This notice of intent is not a request for
competitive quotes. A determination by the government not to compete
thi s proposed purchase order based upon responses to this notice is
solely within the discretion of the Government. Information received
will normally be considered, solely for the purpose of determining
whether to conduct a competitive procurement. Telephone requests will
