Alternators for the users of military generator sets for the 21st
Century Battlefield. Request for Information (RFI), the US Army
Communication and Electronics Command, R&D Center, Command and Control
Directorate, Army Power Division, Power Generation Branch, Advanced
Technology Power Source team is soliciting information from
manufacturers of alternators for use in power systems to develop for
application the 21st Century Battlefield. The Army is beginning a new
program that will result in the development of a new family of
generator sets in the 5 to 60 kW range. Information to be provided
should include, but not be limited to conventional or high frequency
alternators with power electronic topologies. The government is
interested in information on commercial off the shelf alternators and
future development of alternators that will be in production within the
next two (2) to three (3) years. The alternator must be capable of
providing rated, continuous power at 0.8 power factor within a
temperature range from -45oC (-50oF) to +52oC (+125oF) at any possible
relative humidity within this range. Interested offerors are requested
to submit available information, including, but not limited to,
topology to include mechanical construction, output rating and
performance characteristics, waveshape, harmonics, insulation, indirect
and/or direct cooling, parallel operation, losses and efficiencies,
operational and test results, company engineering, development and
manufacturing capability, photographs, availability, and price quotes.
Specific area s of interests are reflected by the following questions.
(1.) What are the output ratings and performance characteristics for
alternators (5 to 60 kW) for military generator applications; (2.) What
are the maximum deviation of the voltage waveform from a pure sine wave
and the maximum individual harmonics?; (3.) Whatkind of harmonics does
the alternator experience when operating under load conditions? (4.)
What is the estimated life (storage/operation) of the alternator?; (5.)
How is it cooled? Please provide information on the following: Cooling
media, ventilating paths, fans and enclosures, gas quantities, liquid
seals, scavenging; (6.) What were the basic types of mechanical
constructions used in producing the alternator? Information should
include the following rotor and stator construction, critical speeds,
bearings, bearing arrangements, high pressure systems, oil
specifications, and temperature limitations; (7.) What is the voltage
regulation for the alternator? What is the effect of sudden load
application for the alternator?; (8.) Does each alternator have the
capability of parallel operation? If so, what are the conditions?; (9.)
What are the losses and efficiencies for each generator? Such as
conventional efficiencies, losses (windage and friction loss, core
losses, copper losses, field copper loss, armature copper loss, stray
loss or load loss and typical losses.) Please provide data in table and
diagram format; (10.) Were the alternators tested to determine if they
have met their required performance? What type of tests were
performed? Please provide saturation curves for each alternator, if
applicable. Were the alternators subjected to heat runs and dielectric
tests? The government does not intend to award a contract on the basis
of this RFI or otherwise pay for information solicited. No funds have
been authorized or appropriated for this effort. The information
provided in response to the RFI may be used by the Government in
developing its acquisition plans. The information presented in the
information package provided by contractors is for information purposes
only and does not mandate or impose requirements. It is highly
desirable that data be received with unlimited rights to the
Government. However, we recognize that proprietary data may be included
with the information provided. If so, clearly mark such proprietary
information and clearly separate it from the unrestricted information
as an addendum. Request that all information be provided within 45 days
of the date of this announcement. Information may be submitted in
either via mail or electronically, or both. Mailed information shall be
