The following information is provided to identify potential contractors who can contribute to the Graybeard Project being conducted by the Defense Threat Reduction Agency (DTRA). NOTE: THIS NOTICE INITIATES THE GRAYBEARD TECHNICAL ASSISTANCE AGREEMENTS (GTAA's), PART OF A COMPREHENSIVE ACQUISITION STRATEGY FOR ACCOMPLISHMENT OF THE GRAYBEARD PROGRAM NOW MANAGED BY DTRA. PREVIOUS METHODS FOR OBTAINING SERVICES OF THE NUCLEAR WEAPONS EFFECTS EXPERTS (WITH THE EXCEPTION OF THE DOMAIN COORDINATORS) WILL BE SUPERCEDED WITH CONTRACTS AWARDED PURSUANT TO THIS SOLICITATION. The momechanical Effects (RV & decoy structures & materials, overlays, mag flyers, stress gages, ion beams & PRS machines, optical systems, defensive system materials, stress & impulse gages, RV structures & materials, satellite materials, thin film optics, defensive system materials, optical transducers, electron beams, instrumentation, pyrotechnics) and (5) Biological Effects of Nuclear Explosions (effects on humans). Selection of Graybeard participants will be based solely on their involvement in prior nuclear test activities, scientific reputation, current authoritative stature in the field, and organizational concept for the subject as described subsequently. It is anticipated that DTRA will enter into Indefinite Deliver/ Indefinite Quantity (ID/IQ) Contracts with individual consultants or contractors who meet these qualification requirements. It is presumed that some subject area experts will be in the employ of a contractor organization; thus, the qualifications of the individuals offered are the sole consideration in contractor selection. The Graybeard team will be supported by DTRA's Nuclear Effects Information Analysis Center (DASIAC) at no additional cost to the selected contractors. The Graybeards in each subject area are expected to: (1) prepare a detailed organization of their subject area, including full subcategory taxonomy; (2) identify relevant documentation and test data, (3) prepare a narrative overview and summary of the subject area for purposes of planning documentation and coordination with DTRA and as a preliminary guide for DARE users, (4) conduct a quick sort of DTRA documents and related information availability, (5) identify important subject area documents from outside the DASIAC and DARE collections, (6) support metadata developments appropriate to the subject area, (7) evaluate the documents and data identified for archiving in DARE (including a prioritized list of documents for inclusion in the DARE document inventory, and a prioritized list of test data to be digitized) in terms of their usefulness and importance based on the current understanding of the science pertaining to each effect, and (8) participate in the DARE video archiving program as appropriate. Potential offerers are requested to submit an unclassified response (limited to 5 pages for each subject area) identifying the subject area of interest, qualifications of the lead subject area expert (Graybeard), and the scope of activities proposed in response to the specific requirements enumerated above.
