Services Administration, Federal Technology Service, intends to issue
a purchase order for information technology service. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulations document (FAR) subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation: quotes are
being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Task ID
No. 9T9G801A is issued as a Request for Quotation (RFQ). This
procurement is not a small business set aside. This request is for a
service to handle an increasingly more complex information technology
requirement for the Department of the Navy, Engineering Field Activity
West located in San Bruno, CA. This is a Navy organization of
approximately 500 total employees, Engineering Field Activity West (EFA
West) provides facilities, engineering, technical, and contracting
support for several active and closed Navy bases throughout Northern
California and Nevada. EFA West and its 13 remote sites (ROICCs and
Caretaker Site Offices) rely heavily on its Banyan VINES network and
Microsoft servers for access to email, file and print services, the
Internet, the Naval Facilities Engineering Command (NAVFAC) Intranet,
and various networked and client server databases. REQUIREMENTS: With
rapidly expanding and increasingly more complex Information Technology
(IT) requirements, the downsized EFA West IT staff can no longer meet
these demands. The contractor must be able to provide specialized
consulting services that include the technical design, configuration,
implementation, and repair of information technology systems ranging
from desktop and laptop computers to network fileservers, routers,
bridges, and gateways, to telephony and video conferencing solutions in
a multi-platform environment. Specifically, EFA West requires the
following: Scheduled and Emergency Banyan and Microsoft Windows NT
Networking Support: This supportmay be required 24 hours/day,
7-days/week, during and after regular work hours and during weekends at
our main San Bruno site and several other Bay Area EFA West locations.
These services should be provided by one or more Certified Banyan
Engineers (CBEs) and Microsoft Certified Systems Engineers (MCSEs).
Furthermore, the contractor must be both a Banyan Premier Network
Integrator and a Microsoft Solution Provider Partner. Due to the heavy
integration of Microsoft Windows 95 and NT workstations and servers
within the EFA West Banyan network, the Banyan Engineers that support
EFA West sites shall also be dually certified as Microsoft Certified
Systems Engineers. Scheduled Routine and Emergency Maintenance &
Support Services: The contractor shall be capable of providing regular
ongoing maintenance, support, upgrade, repair, problem resolution, and
emergency disaster recovery services on networking operating systems,
software, fileservers, hardware, or other required integration services
24-hours a day, 7-days a week. Both onsite and phone-based support
services are required. The contractor must have a local support office
that is within 50 miles of the eleven EFA West San Francisco Bay Area
sites, which are: 1. EFA West main location (San Bruno, CA); 2.
Caretaker Site Office (CSO) Treasure Island (San Francisco, CA); 3. CSO
Hunters Point (San Francisco, CA); 4. CSO Alameda (Alameda, CA); 5. CSO
Oak Knoll (Oakland, CA); 6. CSO Mare Island (Vallejo, CA); 7. CSO Point
Molate (near Richmond, CA); 8. ROICC Moffett Field (Sunnyvale, CA); 9.
ROICC San Francisco Bay (Alameda, CA); 10. ROICC Travis (Travis Air
Force Base, near Fairfield, CA); 11. ROICC Concord (Concord, CA). The
contractor must be able to provide a qualified network engineer to
assist any of the above eleven locations within the following response
times: Routine, non-emergency onsite or phone support: As available,
within one week of request; Emergency onsite or phone support: Within
four (4) hours of request. Out-Tasked Personnel Resources: The EFA West
IT staff may be downsized by as much as 50% during 1999. As key
individuals unexpectantly become ill, retire or leave, EFA West may
have a need for temporary or long-term on-site network administration
services for periods of one week to several months. The contractor
should be able to provide this support as required. Desktop and
Microsoft BackOffice Migration Consulting and Services: As mandated by
NAVFAC Headquarters, EFA West will be required to migrate from Banyan
Mail to Microsoft Exchange Server and the use of the Microsoft Outlook
client. The selected contractor must be capable of successfully
designing, planning, and implementing this conversion and training the
existing EFA West IT staff to manage, maintain, and support the
Exchange Server environment. The contractor should also be capable of
providing end user training on the use of the Microsoft Outlook client
for up to 500 end users. Banyan VINES to Windows NT Migration
Services: Again, as mandated by NAVFAC Headquarters, EFA West will be
required to migrate from a Banyan VINES based network to a Windows NT
network. The selected contractor must be capable of designing,
planning, and implementing, and maintaining a Windows NT Server network
to meet the existing and future EFA West requirements and most
importantly, migrating the existing Banyan file volumes and print
services to their Windows NT equivalents. Where possible, the
contractor may be required to duplicate the functionality of the
existing EFA West Banyan network in a Windows NT environment. SQL
Client Server Database (Oracle and Sybase) Expertise: EFA West's IT
staff must implement and maintain several client/server database
applications including the Oracle-based Environmental NORM Database and
the Human Resources Personal Productivity Improvement (PPI)
application. The Department of Defense (DOD) Standard Procurement
System (SPS) is a mandatory procurement database application developed
in Sybase. EFA West will be required to use and maintain this system,
as is the rest of DOD. The contractor must be capable of providing
Oracle and Sybase integration and administration services within a
Banyan and Windows NT environment. Citrix WinFrame, MetaFrame and
Microsoft Windows NT Server 4.0 Terminal Server Edition Integration: In
order to provide access to the DOD Standard Procurement System at some
of the locations within NAVFAC, thin-client technology such as that
offered by the Citrix WinFrame, MetaFrame and Microsoft Windows NT
Server 4.0 Terminal Server Edition has been considered and is currently
being tested. Due to slow 56kbps frame relay links to EFA West's remote
sites, the contractor may be required to install Citrix WinFrame or
Microsoft Windows Server 4.0 Terminal Server Edition as a solution for
providing reliable access to the ROICC and Caretaker Site Office
personnel who require remote access to the SPS database. The contractor
should have familiarity and experience with evaluating, implementing
and supporting various thin-client technology products such as those
identified above.Quantity and Type of Support Hours Required: 20
occurrences of eight-hour blocks of routine, non-emergency onsite
network support or other advanced information technology consulting
services. 20 hours of routine, non-emergency phone-based network
support or other advanced information technology consulting services.
25 occurrences of four-hour blocks of emergency (must respond within
four hours) onsite network support or other advanced information
technology consulting services. 30 hours of emergency (must respond
within four hours) phone-based network support or other advanced
information technology consulting services. 1175 hours of various
scheduled project-related onsite and offsite network support or other
advanced information technology consulting services. Total Hours Of
Network Support/Other Advanced Information Technology Consulting
Services: 1485 hours of combined onsite, offsite, and phone-based,
non-emergency and emergency support. The quantity and type of support
hours listed above are based uponnormal business hours (regular
non-holiday workdays, Monday -- Friday, (8:00a.m.-5:00p.m.). It is
assumed and understood that after hours and weekend rates are higher,
which will reduce the total number of support hours available on the
contract. All unused funds remaining in the EFA West account must be
available during the following years at rates that are no higher than
those established for the later years. All information technology items
must be Year 2000 compliant which means information technology that
accurately processes date/time data (including, but not limited to,
calculating, comparing and sequencing) from, into and between the
twentieth and twenty-first centuries, and the years 1999 and 2000 and
leap year calculations. Furthermore, Year 2000 compliant information
technology, when used in combination with other information technology,
shall accurately process date/time data if the other information
technology properly exchanges date/time data with it. All responsible
sources solicited may submit a quotation which will be considered. The
government will award a contract resulting from this RFQ to the
responsible offeror whose offer conforming to this notice will be most
advantageous, representing the best value to the government price and
other factors considered. The following factors shall be used to
evaluate offers: (1) Technical (a) technical capability of the item
offered to meet the government requirements, (b) past performance and
(c) delivery terms-ability to meet required delivery schedule and (2)
Price. Evaluation of past performance shall be based on information
provided by the offeror and any other information from other sources.
The offeror, submitted with the quote, must identify two federal
government contracts or task orders for which the offeror has performed
work similar to this CBD Notice. The offeror shall provide a point of
contact, telephone number for each contract or task. Type of Contract:
A level-of effort contract shall be awarded. Estimated start date of
the task is ator around January 4, 1999. Other conditions before award:
(1) Potential awardee must register in IT Solutions Shop at
http://it-solutions.gsa.gov; (2) Resume(s) of contractor employees
involved in task shall be requested by the GSA/ITM; (3) Monthly Status
Report (MSR) shall be required the fifth of each month in the format
approved by the government and put into IT-Solutions; (4) Invoices sent
to Finance-Ft. Worth shall match invoice amounts submitted in
IT-Solutions Shop by the Contractor. Quote shall be e-mailed to the
