The Indian Head Division, Naval Surface Warfare Center (IHDIV, NSWC) is requesting technical feedback on a Statement of Objectives, Systems Requirement Document, and evaluation criteria for a future solicitation for services to design, build, equip and start up the Continuous Processing Scale-UP facility. The prime contractor shall be responsible for the design; construction; purchase and installation of equipment; start-up; and maintenance of the facility after start-up (in otherwords a turn-key contract). This facility will be used to develop continuous processes for producing pyrotechnics, explosives, propellants, and other energetic materials. This facility is intended to capitalize on the advances that have been made in the continuous processing of energetics. This facility is envisioned to provide the capability and flexibility to produce a wide variety of energetic products, continuouslyat a maximum rate of 600 lbs/hr. These products will include extruded and co-extruded products as well as castable slurries.
