basis with Southwest Research Institute pursuant to FAR
6.302-3(a)(2)(ii). The government intends to issue a Firm-Fixed-Price
contract (FFP) to participate in the Tri-Service studies on the
behavioral and biological effects on a new non-lethal weapon (NLW). To
aid decision makers in making the difficult choices in acquiring the
best NLW for operational forces, computer modeling and simulation (M&S)
is being used to evaluate their utility. The Joint Conflict and
Tactical Simulation (JCATS) is used DoD-wide to conduct simulation
exercises to train troops and evaluate combat tactics. The 311 HSW/XRS
will use JCATS as the analytical tool to evaluate the military utility
of the NLW in various combat and peacekeeping scenarios. Two scenarios
will be built that includes the NLW as part of the defending force's
weaponry. The contractor will assist the 311 HSW/XRS staff in creation
of the scenarios, execution of the the simulation exercise, and
analysis of the results. Development of scenarios and presentation of
results will require the contractor to travel to the home organization
of each of the scenario participants on two occasions, for a total of
four trips. After completion of the simulations, the contractor will
help develop reports detailing the analysis of that simulation
