Melanson The US Army CECOM Acquisition Center-Washington intends to
award on a sole source basis during FY99, 9 contracts with Universities
and 1 contract with a small business, in support of the Handheld
Standoff Mine Detection Systems (HSTAMIDS) Red Team effort. The
specific contract efforts are (A) Duke University -- 1. Develop a
computer simulation of the HSTAMIDS operator display which will assist
in the identification of operating problems and lead to an overall
improvement in system performance. 2. Conduct an analysis of the
auditory output of the current HSTAMIDS systems leading to the
optimization of the HSTAMIDS auditory output. (B) University of
Missouri-Columbia -- 1. Conduct an investigation to discover different
methods for processing HSTAMIDS GPR data with the goal of improving
system algorithm performance. 2. Conduct an investigation into the
different methods for fusing data derived from HSTAMIDS sensors with
the goal of improving information fusion. (C) Carnegie Mellon
University -- 1. Conduct an investigation and analysis of mine
detection patterns employed by HSTAMIDS operators with the goal of
improving operating techniques, sweep patterns and overall system
performance. 2. Conduct investigations into various aspects of HSTAMIDS
operation techniques with the view toward identifying specific operator
training techniques which could prove useful in improving overall
system performance. (D)Auburn -- 1. Conduct a performance investigation
of the HSTAMIDS metal detection sensors with the view toward
improvement of Metal Detector performance. 2. Conduct a performance
investigation of the HSTAMIDS GPR antennas in "real" conditions, i.e.
established Government test sites, with the view toward improving GPR
performance. (E) Georgia Tech University -- Conduct a performance
investigation of the HSTAMIDS GPR antennas in a controlled, laboratory
environment, with the view toward improving GPR performance. (F)
Scientific Systems Company, Inc. -- Conduct an investigation of the
signal processing and automatic target recognition features of the
HSTAMIDS systems to evaluate present performance and make specific
recommendations which will improve system performance. Coordinate work
with other separate but related software investigations ongoing. See
