L -- SYSTEMATIC ASSESSMENT OF EXEMPTIONS FOR SOURCE AND BYPRODUCT MATERIALS POC Yvette Brown, Procurement Specialist, 301/415-6507; Sharon D. Stewart, Contracting Officer, 301/415-7314 The U.S. Nuclear Regulatory Commission intends to enter into a sole source purchase order with J. Stewart Bland Associates, Inc. for the services of Dr. J. Stewart Bland in a short-term, fast turn-around project to be completed in four months. The estimated level of effort is .34 FTE. This project requires expert technical assistance regarding the reevaluation of the dose assessments for exempt products and materials and revise the draft NUREG-CR, entitled "Systematic Assessment of Exemptions for Source and Byproduct Materials" in order to provide a technical basis for regulatory decisonmaking involving the exemption of products and materials containing byproduct and source materials. Specifically, Dr. Bland will be required to rectify inconsistencies in exposure assumptions and the level of conservatism, justify that the dose assessment scenarios are reasonable, and verify the correctness of all dose calculations. Dr. Bland is a certified Health Physicist with 21 years of experience in health physics and regulatory interpretation operational health physics, with primary focus on dose modeling as it pertains to radiological environmental assessment, radioactive effluents and waste, internal and external dosimetry, and project management. Dr. Bland has provided regulatory and technical consulting to the government and industry in licensing, environmental compliance, operational health physics, radiological engineering, environmental transport and modeling, radioactive waste management, and emergency preparedness. He has developed program manuals and performed capabilities audits of health physics, environmental monitoring, and radioactive waste management. Dr. Bland has assisted the NRC in its 10 CFR 20 rulemaking and was specifically responsible for developing the Regulatory Guides for monitoring and summing external and internal doses, calculation of doses to the embryo/fetus, and requirements for bioassay programs and interpretation of measurements. In the area of radiological environmental assessment, he is recognized nationally and has performed environmental pathway modeling for dose assessments for implementing NRC's Radiological Effluent Technical Specification and Offsite Dose Calculation Manuals. Dr. Bland was involved in the development of NRC's modeling of radioactive effluents and environmental dose assessment (Regulatory Guide 1.109). His computer modeling of the liquid pathways established the basis for industries current modeling for evaluating compliance with the requirements of 10 CFR 50, Appendix 1 (ALARA for radioactive effluents). Dr. Bland, therefore has the unique knowledge required to perform dose assessments for products and materials containing byproduct and source materials that form the basis of the exemptions and can provide the assistance required within the short time-frame given.
