228-377-8576 1. The summary of work provides general guidelines for the
removal of the existing roof systems and the installation of new roof
systems on Buildings 18,19, and 20 at the Naval Construction Battalion
Center, Gulfport, Ms. In general, the work includes but is not limited
to the complete removal of the existing four-ply, built-up aggregate
surfaced roofing systems including insulation, base sheets, sheet metal
appurtenances and drain bowl assemblies down to the existing structural
precast concrete plank deck; installation of new bituminous base sheet,
two layers of insulation and four-ply built-up gravel surfaced
membranes atop existing concrete decks; installation of new raised
expansion joints; installation of new edge metal and fascia assemblies
and sheet metal expansion joint covers; installationof new drain bowl
assemblies;replacement of approximately 350 board feet of perimeter
wood blocking where deteriorated wood blocking is found; and the
installaion of 60 sheet metal straps where improperly secured precast
concrete roofing panels or deteriorated precast panel clips are found.
Asbestos containing mastics have been detected in the baseflashing and
stripping membranes within the existing roof system and shall be
removed and disposed of in accordance with federal, state and local
guidelines regarding hand removal methods. 2. Award will be made to the
offeror providing the best value to the Government. In determining Best
Value, proposals will be evaluated based upon past performance; company
organization; financial stability and price. Past performance will
encompass such factors as (1) Quality, (2) Timely Performance, (3)
Effectiviness of Management, (4) Compliance with Labor Standards and
(5) Compliance with Safety Standards. Company organization will
encompass factors such as organizational structure and workload
capabilities. Financial stability will encompass evidence of funding
