Service-Washington intends to issue a solicitation or Request for
Proposal (RFP) on behalf of The Office of the Deputy Chief of Staff for
Operations and Plans (ODCSOPS) for a contract intended to supplement
ODCSOPS and Army Staff in-house resources in the integration and
execution of Army Force Management, to maintain currency of Force
Management policy and procedural publications, and to provide an
educational base which assures that necessary Force Management
expertise and understanding is available throughout the Army. The
objective of this contract is to support overall Army Force Management
planning, integration, and execution by providing or augmenting Army
capabilities to standardize and integrate missions, function, and
execution; develop and prepare supportive, executable policies and
procedures; provide in-depth, integrated education and training;
prepare, conduct, and evaluate related studies and assessments; and
provide related program management and support. Contractor requirements
shall involve the preparation, review and updated, and presentation of
Force Management courses within the context of an Army Force
Management School. Also the Contractor will provide a continuing level
of effort which assures review, necessary update, and Army-wide
coordination of force management publications (e.g., regulations,
pamphlets, directives, ad hoc documents, etc.) containing Army
definitions, pertinent policies, procedures, guidance, and interface
requirements. In addition to these requirements, the contractor may be
required to conduct Force Management related support tasks on a
delivery order basis. The contract team will require detailed prior
knowledge Force Management policies, procedures, and operations. Posted
