Transportation, Federal Railroad Administration, intends to acquire
contractor support for the oversight of the Magnetic Levitation
(Maglev) Transportation Development Program. The FRA is responsible for
the administration of the Maglev Deployment Program authorized by
Section 1218 of the Transportation Equity Act for the 21st Century
(TEA-21) Century (TEA-21). As part of this responsibility, the FRA has
initiated a program (see Federal Register dated October 13, 1998) to:
(1) select up to five applying states (or authorities designated by
one or more states) for financial assistance in preconstruction
planning of an eligible Maglev project; (2) provide financial
assistance to the selected applicants to complete the preconstruction
engineering, environmental, organizational, economic and financial
studies needed to establish project eligibility and relative
desirability of competing projects; (3) prepare appropriate analysis
and documentation to compare the environmental consequences of
implementing the various projects being planned and select the most
promising project for financial assistance in the construction and
deployment;(4) provide financial assistance to selected applicants to
complete the preparation of site specific draft environmental impact
statements (EIS's) for all the planned projects and a final EIS for the
selected project; and (5) negotiate the agreements needed to initiate
construction and deployment of the selected project. The contractor
support intended to be acquired by FRA as advertised herein includes
the professional and support services to technically assist the FRA in
the coordination, monitoring and evaluation of the selected
applicants' technical efforts from the Maglev Deployment Program as
advertised in the Federal Register on October 13, 1998. Such support
may include, but not be limited to, (1) planning and conducting
technical workshops; (2) establishment of a monitoring and reporting
system; (3) coordination, monitoring, and reporting on all
selectedapplicants work; and (4) other support services, as required.
This acquisition also includes two option tasks which, if exercised by
the Government, will require the contractor to assist FRA in the
negotiation of agreements needed to construct and deploy a project and
oversight of final design and specification of early action elements
of the selected project. The contractor shall be required to maintain
a project team utilizing the coordinated efforts of individuals in a
variety of professional and support service disciplines such as
architects; civil, structural, construction, electrical, and mechanical
engineers; environmental analysts; financial and economic analysts;
travel demand and revenue forecasting experts; organizational
management auditors; and transportation and urban planners. The
anticipated period of performance is twenty-eight months from the
effective date of award, which is anticipated to be April 1, 1999. This
is an unrestricted solicitation. Firms interested in receiving a copy

email. The anticipated release of the solicitation is January 8,1999.
