Commerce(DOC)/National Environmental Satellite, Data and Information
Service (NESDIS)/Office of Satellite Operations (OSO) intends to
negotiate on a non-competitive basis with Integral Systems Inc.,
Lanham, MD to increase the level of effort by approximately 15,000
man-hours over a period of 3 years under contract 50-DDNE-8-90049, held
by ISI, which extends through 03/31/02. This contract was awarded to
ISI as the result of a full and open competition. This additional LOE
will support the expansion of the existing OSO/ISI meteorological
satellite systems software, engineering and hardware support services,
and incorporate ground system engineering, software and hardware
support services to operate and maintain the Defense Meteorological
Satellite Program (DMSP) satellites. The existing contract currently
provides broad professional support of the Polar Operational
Environmental Satellites (POES), Geostationary Operational
Environmental Satellites (GOES), DMSP satellites, and the Integrated
Polar Acquisition and Control Subsystem (IPACS), in the areas of
software programming, engineering services and hardware services; only
the LOE is being increased. The contractor shall furnish hardware,
software, installation, documentation, and training at the NOAA
Satellite Operations Control Center (SOCC), Suitland MD, and Satellite
Operations Center 61 (SOC-61), Schriever AFB, Colorado. The contractor
shall furnish all facilities, parts, materials, data, equipment and
services to maintain the DMSP government furnished property in
serviceable condition. Support to the Air Force Satellite Control
Network (AFSCN) sites will consist of providing site Operations and
Maintenance contractors assistance in isolating problems to DMSP
equipment. A wide range of software will be supported which directly
reflects spacecraft subsystem functioning, operations complexity, and
accommodations for analysis and correction of spacecraft performance
anomalies. Also, included is the design, development, modification,
testing and validation of software for the DMSP. This work is extremely
critical, and recent in-depth experience in design, development, and
implementation of the DMSP ground system is essential. The DMSP ground
system includes the heritage system and the new Integrated Polar
Acquisition and Control Subsystem (IPACS). The majority of work will be
performed at Satellite Operations Control Center, Suitland, MD, and
Satellite Operations Center 61, Colorado, with occasional trips to
other sites as required. Responses due no later than 15 days after the
date of publication of this CBD/Synopsis. Vendors who believe they can
satisfy the Government's requirements are invited to submit an
affirmative response. To be considered an affirmative response, vendors
must submit written data and documentation which demonstrate a
knowledge of and recent in-depth experience with DMSP ground system
command and control functions, data retrieval and distribution,
hardware, application software, and operating systems. Vendors must
demonstrate recent experience in operational command and control of
low-earth orbiting satellites and the ability to assume these duties
without any performance delay and in a cost effective manner. All
responsible sources must submit a written narrative statement of
capability including detailed technical information and other technical
literature, and cost information sufficient to permit agency analysis
in order to determine a bona fide capability to meet the requirements.
A determination by the Government not to open the requirement for
competition based upon responses to this notice is solely within its
