synopsis modifies the previous synopsis by providing a new anticipated
date for RFP release and receipt of proposals. In addition, the
following more detailed description of the anticipated Statement of
Work is provided. The overall Statement of Work is for manufacture,
delivery, and refurbishment of Fastrac flight engines, as well as the
engineering support, necessary for 23 powered flights of the X-34
technology demonstrator vehicle. The contractor shall supply all
engines that are needed to support the above described flight program
(except for one engine to be provided as GFP). The contractor shall
provide everything required for the refurbishment of engines to support
the flight program. The contractor shall supply everything required for
engine build, test, and refurbishment as well as flight support. Out of
family analysis on engineering data will be performed by the
Government. General assumptions include: Fastrac engines capable of
being used for 7 flights, nozzle/chamber capable of 1 flight or 150
seconds use, all acceptance testing will be done at Stennis Space
Center, and powered flights will operate out of White Sands Missile
Range and Kennedy Space Center. Companies interested in licensing
Fastrac technology, independent of this procurement, may contact Sammy

(256)-544-5226. The anticipated release date of the RFP is early 1999.
All responsible sources may submit a proposal which shall be
considered by the agency. An ombudsman has been appointed -- See Note
"B". The solicitation will be available only over the Internet. These
documents will be in ASCII or RTF format and will reside on a
World-Wide Web (WWW) server, which may be accessed using a WWW browser

Prospective offerors shall notify the procurement office points of
contact identified below of their intent to submit an offer. It is the
