Request for Proposal (RFP)for the mechanical system restoration and
modernization of building 21 at NASA's Goddard Space Flight Center in
Greenbelt, MD. The order of magnitude for the procurement is between
$1,000,000 and $5,000,000 and it is estimated that the effort will be
completed within 548 calendar days after notice to proceed. THIS
PROCUREMENT IS A SMALL BUSINESS SET-ASIDE EXCLUSIVELY FOR THE SECTION
8(A) PROGRAM. [See Note 1]. This project includes the restoration and
modernization of portions of the exterior, interior, mechanical,
electrical, and fire protection and detection systems in Building 21.
Exterior improvements include repairs to wall systems and roof systems.
Interior improvements include bringing elevators into compliance with
safety, electrical, and accessibility codes, renovating some public
area ceilings and floors, and renovating restrooms. Mechanical systems
improvements include repairs as required to or replacement of
induction systems, improving the constant volume air distribution
systems, replacing the interior variable volume system, rationalizing
exhaust systems, removing abandoned equipment, and completing the
Energy Management and Control System for the building. Electrical
systems improvements include replacing the building load center and
motor control center, as well as some electrical distribution panels,
and wiring and conduit as required. Fire detection system improvements
as necessary for system compatibility with the type used centerwide.
Fire protection systems will be modified as required incidental to
architectural, mechanical, and electrical modifications. Work will
modify conditions in virtually all building spaces, on three primary
levels, which include offices, labs, mechanical rooms, plus a
penthouse. The total building floor area is 14,100 square meters. It is
anticipated that options, extracted from the work described above, will
be included in the RFP. The SIC Code and small busines size standard
for this procurement are 1711 and $7,000,000, respectively. The
anticipated release date of the RFP is on or about January 22, 1999
with an anticipated offer closing date of on or about February 22,
1999. The provisions and clauses in the solicitation are those in
effect through FAC 97 -- 09. The firm date for receipt of proposals
will be stated in the RFP. Potential offerors may request a copy of the
solicitation by faxing or mailing a written request to the Contracting
Officer assigned to this procurement. E-mail requests will also be
honored (no phone requests please). Drawings and specifications will be
available from the Procurement Office (Code 212) for a charge of $100,
payable only by certified check or money order addressed to "U.S.
Treasury" -- cash, company checks, and credit card payments are not
acceptable. Drawings and specifications may also be viewed at the
offices of any of our plan holders (which will be posted on our WWW
address), and included in the solicitation. All responsible qualified
sources may submit a proposal which shall be considered by the agency.
An ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement [with the
exception of specifications and drawings] will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide
Web (WWW) server, which may be accessed using a WWW browser
