The Defense Reutilization and Marketing Service(DRMS)is conducting market research to identify potential commercial sources of supply for public affairs, public relations and marketing services and best standard commercial practices associated with such services when applied on a national level. Specifically, DRMS is seeking private sector commercial sources that have had prior experience in conducting public affairs, public relations or marketing efforts with or for the Department of Defense. Submitters of information should address their past performance in designing marketing plans to inform target audiences of the mission and capabilities of a military unit, establish measurable marketing objectives, and experience in determining market trends and conditions for the Department of Defense. Submitters should also address their knowledge of the statutory and regulatory constraints imposed upon such public affairs, public relations and marketing services as it relates to Federal agencies and the Department of Defense. Information received will be used to identify points of contact in the private sector, formulate bidders' mailing lists and devise acquisition strategies. No solicitation will be issued as a result of this notice. Participation is strictly voluntary with no cost or liability to be incurred by the U.S. Government. The U.S. Government will in no way be obligated to purchase any or all of the services described above. The U.S. Government will not be bound to the information received if a solicitation is subsequently issued. Any information to be provided should be in writing and on paper media. It is requested the information be received by December 31, 1998.
