Lacks, r.t.lacks@larc.nasa.gov. NASA/LaRC plans to issue a Request for
Proposal (RFP) for Research Equipment Operations Services (REOS). The
Contractor shall provide all resources necessary to furnish operational
support for research systems and equipment at Langley Research Center
(LaRC). Systems included in this effort are wind tunnel control room
panel operations, power dispatching, electrical and mechanical drive
systems, air compression and distribution systems, gas compression and
reclamation systems, air removal systems, and other fluids systems.
Fluids involved in these operations include air, hydrogen, nitrogen
(gaseous and liquid), silane, oxygen, helium, heavy gases, and methane.
Support of this contract will be on-site at LaRC in various
configuration-controlled facilities. System operators will be required
to be qualified to operate the systems to which they are assigned and
have an in-depth knowledge of the functionality and interactions of
each component and subsystem. The offeror should be aware that the LaRC
is in the process of applying for ISO 9000 registration. The contractor
will be required to provide routine maintenance and minor corrective
repairs for the systems supported under this contract. Routine
maintenance includes minor component changes, lubrication, inspections,
troubleshooting, problem diagnosis, tests, and minor corrective repairs
(limited to 32 man-hours per activity). The contractor will be required
to maintain an inventory of spare parts (per a critical parts list) and
consumables to support the maintenance and corrective repairs of the
facilities involved. The contractor will be required to maintain
periodic records of operations and maintenance, and to document any
changes to procedures and/or configurations. This procurement is a
consolidation of portions of three existing contracts. The three
contracts impacted include NAS1-19834 with Diversified Technology and
Services of Virginia (DTSV) that provides fluid systems operations
including air and gas compression, nitrogen distribution, and gas
reclamation; NAS1-98108 with Calspan that provides wind tunnel
operations for the National Transonic Facility (NTF); and, to lesser
degree, NAS1-20243 with EG&G that provides Center-wide facility and
equipment support services. Most of the effort under contracts
NAS1-19834, except for the steam plant operations, and NAS1-98108,
except for the data acquisition systems and instrumentation support,
will be included in the REOS procurement. Most of the effort under
contract NAS1-20243 will remain intact; only the power dispatching and
electrical & mechanical drive systems operations requirements will be
included in the REOS procurement. The steam plant operations under
NAS1-19834 and the remaining requirements under NAS1-20243 will be
included in the follow-on procurement to NAS1-20243 for Facility and
Equipment Support Services (FESS), which is being re-competed
concurrently with the REOS procurement. Arrangements have been made to
transfer the data acquisition systems and instrumentation support
under NAS1-98108 to contract NAS1-98100 with Wyle Laboratories for
Research Instrumentation and Measurement Support (RIMS) starting July
1, 1999. The activity is expected to span a five-year period of
performance commencing June 1, 1999, on a cost reimbursement basis.
Currently, the Government does not anticipate the need to establish a
bidders' library. If the need arises, information concerning the
location, date of opening, hours of operation, and content list will be
included in the RFP. The Standard Industrial Classification (SIC) code
is 8744 with a size standard of $20.0M. It is anticipated that the
procurement will be conducted on a full and open competition basis and
will include a 15 percent small disadvantaged business goal. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. The provisions and clauses in the RFP are those in
effect through FAC 97-07. The DPAS rating for this procurement is
DO-C9. The anticipated release date of RFP is on or about January 15,
1999, with an anticipated proposal due date of on or about February 16,
1999. All qualified responsible sources may submit a proposal which
shall be considered by the agency. An ombudsman has been appointed. See
Internet Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0)
format and will reside on a World-Wide Web (WWW) server, which may be
accessed using a WWW browser application. The WWW address, or URL of
