The Goddard Space Flight Center (GSFC) is seeking to purchase Commercial Off the Shelf (COTS) or Government Off the Shelf (GOTS) software to support the cost estimation process required for proposal submittal and project formulation. The GSFC requires a multi-platform, distributed system due to the heterogeneous customer base to be served. The government will review all submissions and determine a course of action based on the number and quality of submissions received.
