(NTIS) of the U.S. Department of Commerce under Solicitation No.
52-SANS-9-00002 seeks experienced contractors to establish a full
secondary internet Web site for FedWorld, an on-line information
delivery service operated by NTIS and used by NTIS and other agencies
to establish a presence on and disseminate information through the
internet and the World Wide Web. Currently NTIS has the primary
FedWorld site located in Springfield, VA. A mirror image FedWorld
platform ("full secondary site") geographically separated from the
primary site is to be established. The secondary site will serve two
purposes: 1) an alternative/additional site to which NTIS will route
internet traffic, particularly during periods of peak utilization; and
2) as a back-up site in the event of system or other
failure/disruption or disaster at the primary site. NTIS is seeking a
contractor to provide a secure physical facility to house the secondary
site, provide bandwidth forconnectivity between the secondary site and
the internet, and provide services to monitor and maintain the
bandwidth and facility within the performance tolerances described in
the statement of work The site must have an independent power source
and internet access. The contractor is required to provide total
redundancy throughout their network to ensure that there is no single
point of failure from the internet service provider to the server room.
The contractor will monitor the secondary site at all times and respond
to any disruption in service immediately. The contractor will operate
a 24-hour/7-day network operations center that will monitor the
following variables: climate control in the server room, bandwidth
utilization, power and physical security. The site must not be
susceptible to the same hazards as the primary site. The contractor
must develop a natural disaster history of the site including
disclosing natural and man made hazards and natural or man made hazards
that have affected the facility.The contractor must develop a disaster
recovery plan that covers power failures, natural or man made hazards,
etc. NTIS will provide, install, own and maintain the equipment and
systems required to operate the secondary site. NTIS requires the site
to have on-site office space for a full-time NTIS staff member. The
staff member will be on-site during normal, weekday business hours. The
NTIS staff will have full access to the facility and hardware at all
times. Currently there is no incumbent. The Government anticipates
awarding a firm fixed price type contract for the Fiscal Year periods
beginning 1999 into 2004. The contract will be one (1)base year with
options for the Government to extend four (4) additional option years.
The solicitation is estimated to be issued by January 8, 1999. Posted
