There is no solicitation package available. The Defense Commissary Agency (DeCA) is seeking companies interested in planning, implementing, and maintaining in-store advertising programs throughout DeCA's worldwide operation. These programs will include all facets of in-store advertising and promotion, with the exception of in-store radio advertising, which is a separate program. The proposed programs must meet DeCA's objectives, to include thorough, professionally devised concepts delivered in a consistent fashion throughout DeCA's stores. These programs must be flexible enough to accommodate a wide variety of store sizes and layouts, varied and compressed operating schedules, dissimilar product assortments and department mixes, and an extremely high store-level sales and customer transaction pattern. They must also demonstrate their impact on patron spending, complement all other aspects of DeCA's in-store operations and provide a revenue share provision for DeCA.
