The objective of the contract is to measure the effectiveness of the New Horizons for Primary Schools Activity. Of particular importance is the assessment of the merits of project elements which aim to improve mathematics and reading achievement among primary school students, as well as, in-service teacher training to support these components. The work will be seasonal in keeping with the need for performance data and the pace of implementation. The RFP will be posted on the Internet and be available for distribution on or about January 7, 1999. Expected date of contract award is March 22, 1999 and contractor is expected to begin work on or about April 12, 1999. The preferred method of distribution of USAID procurement information is via the INTERNET or by request of a solicitation on a 3.5" floppy disk (WordPerfect 5.1/5/.2 format).
