Commission has a requirement for a firm-fixed price requirements
contract for unarmed security guard services. The Contractor will be
responsible for the safety and security of all International Boundary
and Water Commission, United States Section (USIBWC), construction
sites located along the Rio Grande River from Anthony, New Mexico to El
Paso, Texas (this is a distance of 19.3 river miles). The Contractor
will furnish all labor, superintendence, and transportation necessary
to ensure construction site security at all nine sites. Guard service
will not be required at all sites simultaneously, only at the one site
where construction work is being performed. In accordance with the
Service Contract Act Directory of Occupations, the guards may be paid
at either the GUARD I (27101) rate or GUARD II (27102) rate. The
security guard firm will comply with the licensing requirements of both
Texas and New Mexico. The security guard will be uniformed in standard
clothing that will identify the employee as a guard. The guard will
wear the standard uniform that is required by the security company.
Duties include performing a visual check of all construction equipment
on the site and monitoring the continual operation of the dewatering
pumps with gasoline provided by the government approximately every two
hours. The security guard will possess proper communications equipment
at all times to contact the immediate construction site supervisor in
case of an emergency or in the event of mechanical problems with the
dewatering pump or generator plant. The estimated performance period is
February 1, 1999 through September 30, 1999. In the event that all
construction work is completed prior to September 30, 1999, the
Contractor will be notified in writing thirty (30) days prior to
cancellation. The security guard service will be required Sunday
through Saturday and all Federal holidays. The guard services are
estimated at 590 hours per month. Tentative dates for issuing and
opening IFB 99-01 are 01/05/99 and 01/19/99 respectively. Requests for
IFB 99-01 must be submitted in writing to the International Boundary
and Water Commission, United States and Mexico, U.S. Section, Attn:
Mary Nichols, 4171 North Mesa Street, Suite C-310, El Paso, Texas
79902-1441. Requests must include a business name, point of contact,
address, telephone number (include area code), and IFB number. This
requirement is a 100% set-aside for small business concerns. This
applicable small business size standard, including affiliates, is no
more than $9.0 million average annual gross revenue for the previous
