Frame, Tel: 202-712-5882 The U.S. Agency for International Development (USAID) intends to conduct negotiations with SAS Institute of North Carolina to provide license renewal of various SAS software in use at USAID including BASE OS SAS, OS/SAS/AF, OS/SAS/ETS, OS/ SAS/FSP, OS/SAS/GRAPH, OS/SAS/SHARE, OS/SAS/STAT, OS/SAS/ASSIST, OS/SAS/CONNECT. A justification and approval for other than full and open competion has been prepared based on Federal Acquisition Regulation 6.302-1, Only One Responsible Source. Responsible, responsive firms may submit clear and convincing documentation, including technical and pricing data, to indicate the firm's ability to meet the government's requirements. If a response is received that meets the requirements and an analysis of such a response indicates that a solicitation document would be more advantageous to the Government, a formal solicitation may be issued. No solicitation document exists; requests for such documents shall be considered invalid responses.
