THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER 53SBNB960022 IS BEING ISSUED AS A REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED ACQUISITION PROCEDURES. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-09 (Not including FAC 97-07). This acquisition falls under SIC code 3826 and the related small business size standard is 500 employees, however this acquisition is unrestricted. The National Institute of Standards and Technology's (NIST's) Materials Science and Engineering Division has a requirement for a High Stability/Thoughout/Resolution Area Detector System which will be used for frame data acquisition and imaging, including a frame buffer and General Area Detector Diffraction System (GADDS). The Contract Line Item, quantity and unit of measure is as follows: CLIN 0001 -- X-Ray Area Detector System with Frame Buffer and GAADS, 1 each, CLIN 0002 -- Installation and Warranty. The system shall have the following salient characteristics: 1) user-selectable 1024x1024 or 512x512 pixel frames, 2) two (2) dimensional detector system with multiwire propostional chamber, 11.5cm diameter concave beryllium window, & integral pre-amplification circuit, 3) position decoding circuit with digital output, diagnostic modes of energy vs. position & position v. position, 4) calibration tools shall include a fiducial plant and glassy iron foil, 5) no resistive wire encoding, 6) digital encoding of position signals, 7) a measuring range of 65 degrees in 20 at 6cm and 18 degrees in 20 at 30cm, 8) a resolution of 0.2 degrees at 6cm (512x512 mode), 9) a resolution of 0.1 degrees at 6cm (1024x1024 mode), 10) a resolution of 0.04 degrees at 30cm (512x512 mode), 11) a resolution of 0.02 degrees at 30cm (1024x1024 mode), 12) the quantum efficiency shall be greater than 80% at 8keV, and 13) all items shall be commercial off the shelf, no custom made products will be found technically acceptable. The frame buffer shall have the following salient characteristics: 1) a custom parallel detector interface, 2) 128 Mbyte RAM, CDROM, 1.44 Mbyte 3.5" disk drive, 9.0 Gyte hard disk, parallel printer port, serial port, 10/100 TP Ethernet, 33.6 Modem, Super VGA color graphics, 19" VGA color monitor & keyboard, 3) perform data frame acquisition with user-selectable frame display, including real-time color display of data. The vendor shall deliver and install all line items FOB Destination to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899. The desired delivery and installation time is 60 days after date of award, the required delivery and installation time is 90 days after date of award. Warranty shall be a minimum of one (1) year including all parts and labor. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items applies to this acquisition. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical capability to meet the agency need; and 2) Past Performance. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (6) 52.222-26, (7) 52.222-35, (8) 52.222-36, (9) 52.222-37, (15) 52.225-21, and Department of Commerce Agency-Level Protest Procedures Level Above the Contracting Officer, which can be downloaded from the NIST Web Page located at http://www.nist.gov/admin/od/contract/protest.htm. All offerors shall submit the following: 1) Three (3) copies of quotation which addresses CLIN 0001 and 0002; 2) Technical description and/or product literature; 3) Description of commercial warranty; 4) Two (2) copies of the most recent published price list(s); 5) A list of two (2) contracts/purchase orders completed during the past three years for similar equipment with the following information: name of contracting activity, contract number, contract type, total contract value, contracting office and telephone number, and program manager and telephone number; 6) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded from http://www.nist.gov/admin/od/contract/repcert.htm.
