Kelly 732-323-7437 Fax 732-323-4069 The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ 08733 intends to place an order on a noncompetitive basis with Northrop Grumman Corp. under Basic Ordering Agreement (BOA) N68335-97-G-0143. This acquisition is for hardware and software modifications of Test Program Sets (TPS) and Peculiar Support Equipment due to the upgrade of the F-14 Operational Flight Software (OFS) to D03B which the Government does not own specifications or drawings to permit full and open competition. The Government intends to procure this modification under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Northrop Grumman Corporation as the sole developer of the F-14D TPS and PSE which requires modification due to F-14D OFS D03B update is the only known source with the knowledge, experience and technical data necessary for the logistical support involved. Firms that recognize and support the F-14 OFS D03B upgrade are encouraged to identify themselves. All responsible sources may submit a proposal which may be considered by the government in determining whether to conduct a competitive procurement. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. See Note 22.
