The Government requires a contract for the design of a Composite
Aircraft Maintenance Complex to be constructed at the Utah Air National
Guard Base, Salt Lake City, Utah. The scope of services includes
preparation of alternative, design approaches, design documents
(specifications and drawings), cost estimates, economic studies and
reports, construction inspection, material submittal reviews, and
change order processing for the design and construction of this
facility. Project scope covers the design of a new Composite Aircraft
Maintenance Facility with shops, offices, training and storage areas.
Also included will be the remodel of the general purpose shop, fuel
cell hangar and maintenance hangar. All work to include associated
electrical and mechanical systems, utilities and landscape. The new
Composite Aircraft Maintenance Facility will consist of approximately
38,000 square feet. Technical capabilities required but not limited to
structural, architectural, mechanical, and electrical disciplines.
Evaluation factors in order of importance are: (1) Professional
qualifications necessary for satisfactory performance of required
services; (2) Specialized experience and technical competence in the
type of work required; (3) Capacity to accomplish the work in the
required time; (4) Past performance on contracts with government
agencies and private industry in terms of cost control, quality of work
and compliance with performance schedules; (5) Location in the general
geographical area of the project and knowledge of the locality of the
project; (6) Demonstrates success in prescribing the use of recovered
materials and achieving waste reduction and energy efficienty in
facility design. Four firms will be selected by a pre-selection board.
These firms will be interviewed in person by the final selection board
and will be evaluated on the above criteria. Construction cost range is
between $5,000,000 and $10,000,000. This will be a firm fixed price
contract with options for each phase. This is not a Request for
Proposal. Responsible firms of all sizes are invited to submit Standard
Form 254 and Standard Form 255 to the Contracting Office by 4:00 P.M.
