The U.S. Department of Energy, Idaho Operations Office intends to award sole source to Environmental Science and Research Foundation Inc. for a High-Level Waste & Facility Disposition Environmental Impact Statement (HLW&FD EIS), which includes studying environmental impacts of the Idaho Nuclear Technology and Engineering Center (INTEC). Some scenarios for the HLW&FD EIS include continuing stack emissions of trace elements (including Hg) and semi-volatile organics. Therefore, DOE-ID requires information about the distribution and potential effects of past effluents from INTEC on the environment surrounding INTEC. The contamination has been deposited within 5 km of the INTEC main stack. In past soil sampling, Cs-137 concentrations were above background 2-km from the stack, but at background 10-km from the stack. In National Science Foundation-sponsored studies of lichen communities, the number of lichen species (a commonly used indicator of environmental damage) was significantly different between samples collected at 1 and 2-km from the stack and samples collected at 5 and 10-km from the stack. Other offerors that have the ability to provide the above service are invited to submit information as to their capabilities and any other pertinent data to the address above, to be received no later than 15 days after the date of this notice.
