This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. (ii) Solicitation number
R6-15-99-34 is issued as a Request for Quotations (RFQ). (iii) This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-08. (iv) This
solicitation is set-aside for small businesses with a Standard
Industrial Classification (SIC) Code of 3448, with a size standard of
500 employees. Other forms referenced herein are required to be
completed and submitted with all quotations. (v) Offeror must provide
price quotations as follows: (1) price for greenhouse structure, 1 EA,
lump sum: and (2) price for installation, 1 EA, lump sum. NOTE:
installation is an option item which the Government may or may not
exercise at time of award. Additionally, offerors shall include
catalogs and/or descriptive literature in enough detail that will allow
the Government to thoroughly evaluate the proposed structure, and
installation procedures. (vi) The Umpqua National Forest, Dorena Tree
Improvement Center, 34963 Shoreview Rd., Cottage Grove, OR 97424,
requires the purchase, with optional onsite assembly, of framing
materials for a 10,800 square foot greenhouse structure suitable for
and area 110'x120', with 10 foot walls, and full length roof vents.
Minimum requirements for this structure are as follows: design loading
of 20 lb/sf live load (snow) and 80 m.p.h., exposure "B" for wind,
yield stress of 50,000 psi for structural members and components. The
listed snow loading does not meet the Uniform Building Code (UBC) for
the Dorena area but will be considered as acceptable for the purpose of
this structure. The structure shall meet all other requirements of the
UBC. The greenhouse will be assembled on a government-furnished graded
site covered with six inches of crushed aggregate. (vii) The contractor
has 30 days after receipt of the award to deliver item 1 to the Dorena
Tree Improvement Center. Delivery is to be FOB: DESTINATION. If both
items 1 and 2 are awarded, the contractor has 60 days to deliver and
install the greenhouse structure after receipt of the award. (viii) FAR
Clause 52.212-1, Instructions to Offerors -- Commercial Items (AUG
1998)and the following clauses incorporated by addendum apply -- At
paragraph (c), "Period for Acceptance of Offers" is amended to read 60
calendar days; (e), "Multiple Offers," has been determined by the
Contracting Officer to be non-applicable to this solicitation and is
hereby removed in its entirety for the purpose of this requirement;
(h), "Multiple Awards," has been determined by the contracting Officer
to be non-applicable to this solicitation and is hereby removed in its
entirety for the purposes of this requirement; 52.215-5 Facsimile

52.212-2, Evaluation -- Commercial Items (OCT 1997) apply -- At
paragraph (a) In addition to meeting the minimum requirements listed
above, price and the following factors shall be used to evaluate
offers: (1) adequacy of assembly plans, (2) ease of assembly, (3)
efficiency of ventilation system, (4) versatility of greenhouse film
locking system, and (5) flexibility for upgrades. (x) FAR Clause
52.212-3, Offeror Representations and Certifications -- Commercial
Items (OCT 1998) is incorporated and are required to be submitted with
the contractor's quote; additional clauses that need to be completed
-- 52.225-1 Buy American Certificate (DEC 1998). (xi) FAR Clause
52.212-4, Contract Terms and Conditions -- Commercial Items (APR 1998),
and the following clauses incorporated by addendum apply -- 52.219-6
