Army (USA) Soldier and Biological Chemical Command (SBCCOM) is looking
for qualified sources to provide care, maintenance, surveillance and
security of the Newport Chemical Depot, Newport Indiana. The Newport
Chemical Depot is a Government-owned contractor operated facility
consisting of approximately 8,430 acres. The facility is located within
2 miles of Newport, Indiana and approximately 70 miles directly west of
Indianapolis, Indiana. Though NECD has been operating in a modified
caretaker status since FY96, it was formerly a production facility for
RDX, VX, and TNT agents and explosives. The USA SBCCOM is responsible
for ensuring support is provided for the management and operation of
the facility. Mason and Hanger Corporation, a private company located
in Lexington, Kentucky is currently the on-site operating contractor.
The Government anticipates awarding an Indefinite Delivery, 5-year,
contract where individual Task Orders will be issued on a cost
reimbursable or fixed price pricing arrangement. A Two Phase approach
will be used to optimize the solicitation in Phase 1 by early Industry
comment then allow price competition during Phase 2 of all qualified
sources. This procurement will be solicited on a full and open basis
for Phase 1 with competition limited to conference participants for
Phase 2. PHASE 1. The following will constitute the solicitation for
Phase 1. An Industry (Pre-Proposal) Conference will be held on February
3- 4, 1999, at the Berger Laboratory Auditorium (Building E3549), at
the Edgewood Area of Aberdeen Proving Ground, MD in which all qualified
sources who wish to participate are invited to attend. The purpose of
this Pre-proposal Conference is to gather information from industry on
commercial standards and practices to refine and enhance the draft
performance work statement in lieu of invoking government-stated
practices or procedures in order to maximize efficiency and reduce
operating costs at NECD. 1. Potential offerors shall become familiar
with the installation, itshistory and mission prior to the Pre-proposal
Conference. 2. Potential offerors shall attend the pre-proposal
conference in order to be eligible for an award under the resulting
solicitation for PHASE 2. 3. Potential offerors are expected to
demonstrate, orally, their knowledge of commercial standards and
practices in the area of installation management and chemical
operations. 4. Provide information on how industry would solicit and
contract for similar services. 5. Discuss how this information can be
used to make the resulting Request for Proposal (RFP) more flexible and
compatible with commercial standards and practices. 6. Review the Draft
RFP DAAD13-99-R-0006 "Newport Chemical Depot Operation", at the
following Internet site

cost drivers and identify inefficiencies that can be enhanced or
replaced with commercial standards or practices. 7. Be able to
establish, by consensus, industry standards and practices that can be
readily incorporated into the resulting RFP to meet the Government 's
requirements. 8. The Government will place emphasis on cost reduction
in the evaluation of this effort. 9. Potential offerors who attend the
Pre-proposal Conference will be considered responsive for the purpose
of participating in PHASE 2. INFORMATION TO POTENTIAL
OFFERORS/CONFERENCE ATTENDEES. 1. PRE-PROPOSAL CONFERENCE. Registration
for the conference is mandatory. The following information shall be
submitted to Ms. Ruby Mixon, at rlmixon@apgea.army.mil or faxed to
410-436-4549 prior to January 11, 1999: A complete mailing address to
include POC s name, voice & data telephone numbers, and e-mail address.
The Conference proceedings will be open forum in their entirety and
will be video taped. Conference proceedings if released, other than as
incorporated within the Final RFP, will be releasable only to
conference participants. 2. READING ROOM. A reading room will be
available beginning December 21, 1998 at the Newport Chemical Stockpile
Outreach Office, 140 South Main Street, Newport, Indiana 47966.
Personnel at this location are NOT available to answer questions. All
questions shall be directed to the Contracting Officer. This is NOT to
be considered a work area. The hours are 0900AM -- 1600PM, Monday
through Friday. Please call Ms. Charlene Dunham at 765-245-4391, at
least 2 working days in advance, to schedule an appointment to view the
Reading Room's contents. The data, where appropriate, will be in
electronic media format. 3. SITE VISITS. Potential offerors can also
contact Ms. Dunham to arrange for a site visit of the installation on
January 5, 6, or 7, 1999. Site visits must be coordinated at least 2
working days in advance. All tours will be conducted as a group and
will begin promptly at 0800AM. The tour will consist of buildings,
sites, and areas, etc. that is representative of the functions required
to maintain, operate and secure the facility. Questioning current
operating Contractor employee's is prohibited; any questions must be
addressed to the Government staff. If time permits, participants can
identify specific buildings or areas not viewed on the standard tour
(these will also be toured as a group for those wishing to
participate). Please be advised that those individuals wishing to gain
entry to agent storage facilities must be able to wear a mask. Please
notify Ms. Dunham so that the proper information can be obtained.
There are also public tours (limited) that are scheduled on Wednesdays
(twice a month). All public tours are arranged through the Public
Outreach Office, Ms. Mona Harney, at 765-492-4445. 4. DRAFT RFP. The
Draft RFP DAAD13-99-R-0006, "Newport Chemical Depot Operation", will be
released on or about December 21, 1998 at the following Internet site

Final RFP for Phase 2 is scheduled for release on or about March 31,
1999. This will be the controlling document for the preparation and
submission of proposals for Phase 2. Only those potential offers in
attendance at the Pre-proposal Conference will be eligible for an award
under this solicitation. Attendance at the pre-proposal Conference is
not binding and does not obligate the participants to offer or the
Government to make an award. Please direct all questions or concerns
