to complete the incremental release of the individual sections of the
draft Request for Proposal (DRFP) for the Ozone Mapping and Profiling
Suite (OMPS) Call for Improvement (CFI), originally described in CBD
announcement no. 69 issued 3 Sep 98, for industry review and comment by
15 Dec 98. The DRFP will be released via the IPO's NPOESS Electronic
Library (http://npoesslib.ipo.noaa.gov). To gain access to this
library, send an e-mail to datamanager@ipo.noaa.gov containing the
point of contact, organization, e-mail address, and phone number. The
DRFP will be available for downloading as MS Word for Windows documents
(version 7.0a). Industry participation is encouraged to comment on any
element of the DRFP with the understanding that responses are
voluntary and that the Government is neither negotiating nor calling
for offers during this process. Potential offerors are advised that the
Government reserves the right to incorporate suggested changes into the
final RFP without identifying the submitter or obtaining approval. The
Government will may not submit or make available its responses to
comments submitted. You are advised that an Ombudsman has been
appointed to hear concerns from potential offerors during the
down-selection phase of the acquisition. The purpose of the Ombudsman
is not to diminish the authority of the System Program Director or
Contracting Officer, but to assist in communicating offeror concerns,
issues, disagreements and recommendation to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
