1. The Defense Threat Reduction Agency (DTRA) has a requirement to
Eliminate and Destroy 48 Pacific Fleet Sea Launched Ballistic Missiles
(SLBMs). The scope of work includes inspecting, to refurbish as
necessary, and re-certify eight isothermal rail cars and one escort car
for transport of Pacific Fleet SLBMs. This requirement includes
preparing 48 fueled SLBMs (24 SSN-18s, 4 SSN-8s, 20 SSN-6s) for
transport, transload onto the re-certified rail cars, and transport the
SLBMs from the naval facilities at Yuzhnorechensk to the SLBM
elimination and destruction facilities near Krasnoyarsk operated by the
State Enterprise Krasnoyarsk Machine Building Plant. Upon arrival at
the Krasnoyarsk facilities, offload, defuel, and prepare the SLBMs for
neutralization processing. The performer will neutralize, eliminate,
dismantle, destroy, and dispose of all salvageable and unsalvageable
missile fragments. All transport, transfer of fuel and oxidizer,
neutralization, dismantlement, and destruction activities will be
carried out in accordance with applicable local and national
environmental and safety laws and approved operating procedures. DTRA
plans to award a sole source procurement to the Krasnoyarsk Machine
Building Plant, 29 pr. Krasnoyarsky Rabochy, Krasnoyarsk, Russia. Any
other firm desiring consideration must fully identify its capability to
perform this requirement within the time and budget allotted. See Note
