one-month extension, with two 1-month options, on a sole source basis
to Tracor Systems and Technologies, Inc. This procurement will extend
the period of performance under contract NASW-4861 for up to an
additional three months beyond 2/10/99, the current end date of the
contract, at no increase to the total contract value. This extension is
required for continued Safety, Reliability, Maintainability, and
Quality Assurance Support (SRM&QAS) for the Office of Safety and
Mission Assurance (OSMA) during the first element launches of the
International Space Station and the associated Extra Vehicular
Activities (EVAs). Support may be required in the following areas:
Safety and mishap related support; process verifications and
independent assessments; systems safety and risk management; nuclear
safety; reliability and maintainability; operational safety; and
quality assurance. Requirements may include: (a) Investigations,
reporting, and analysis of incidents and accidents, and resolution of
all investigation-related recommendations; (b) performance of special
"immediate attention" independent SRM&QA assessments for complex
technical and engineering projects (such as the Space Shuttle, the
International Space Station, reusable launch vehicles, aircraft,
payloads, spacecraft, and ground based systems); and (c) risk safety,
risk management, and independent assessments. In addition, NASA
Headquarters facility safety engineering, fire protection engineering,
emergency preparedness, and safety and health inspections and analyses
for the facility located at 300 E. Street, SW, Washington, DC. This
extension will allow NASA the minimum amount of time necessary to
properly evaluate the competitive proposals received on 12/4/98. The
follow-on effort is a total small business set-aside. NASA/HQ intends
to procure the required support from Tracor Systems Technologies, Inc.
(previously known as VITRO Corporation), 1601 Research Blvd.,
Rockville, MD 20850-3173. Statutory authority for this solesource
extension is 10 U.S.C. 2304(c)(1)-Only One Responsible Source. Award to
any other source would result in unacceptable delays. However,
companies who believe they can provide these services without any
detrimental impact to the SFM&QAS to be supported by this work, should
fully identify their interest and capabilities within 15 days after
publication of this synopsis. Interested firms have 15 days from the
publication of this synopsis to submit, in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice, is solely within the discretion of the
Government. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. All responsible sources may submit a
