This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation (RFP 500-23-99) is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-09. The SIC for this solicitation is 3711. This is a full and open competitive proposal. The small business standard is $5.0 million in average annual gross revenues for the offeror's last three fiscal years. The solicitation is for the lease/maintenance of five (5) sedans for the Department of Veterans Affairs, a Healthcare Network Upstate New York at Syracuse. The description of the five (5) sedans is as follows: Each vehicle shall be a Class 2, five passenger compact automatic sedan; 9C; AM/FM radio; A/C; -4; power steering; cruise control; tilt steering wheel; power door locks; 12,000 free miles per year; and shall include maintenance. Offerors are requested to propose a price quote for a 12 month lease from January 1, 1999 through December 31, 1999. Offerors may propose more than one vehicle that meets the government's needs. Offerors shall also state their time of delivery for the five (5) sedans. The government's desired deliver time is no later than January 4, 1999. All offers must include descriptive literature and required certifications to allow technical evaluation of the vehicle offered.
