following on a sole source basis to Dr. Warren Blank, the author of
"The Nine Natural Laws of Leadership" and President of The Leadership
Group, to present his "The Science of Leadership and Art of Gaining
Followers" Training Program to the entire EPA Office of Inspector
General staff. The presentation will be given in seven different
sessions in geographically dispersed locations over the two-year period
fiscal 1999 and 2000. This course was previously given to the OIG
Managers in April 1998. The Inspector General considers this particular
training essential for the transitioning of the OIG into an
organization with more effective leadership and for building a more
effective organization overall. The OHROS consultant for the OIG
strongly endorses this specific training as essential for success.
PURPOSE/ "The Science of Leadership & Art of Gaining Followers" will
enhance the Office of Inspector General (OIG) staff members' knowledge
and understanding of the leadership role and to further develop their
individual leadership skills and abilities. As the OIG continues with
its efforts of reinvention and streamlining, it has recognized that
there is a need to not only have effective leaders on the OIG
management team but throughout the entire staff. This course provides
an integrated summary of current leadership theory and research and
offers a new paradigm to understand leadership. The distinct approach
to leadership presented in this course is uniquely suited to the needs
of the OIG and is essential to the successful achievement of OIG
goals. BACKGROUND/ The OIG is undergoing a major reengineering
initiative which will streamline the organization and change the way we
do business. Changes have occurred in the role and function of the
managers and they are faced with new challenges which require them to
be more effective leaders. The role of the staff members have changed
as well, as they are being empowered to accept more responsibility for
their functions. Consequently, it has become apparent that the focus
on leadership should be on the other staff members as well as with
management. To successfully implement the overall organizational
changes, all employees need a clear understanding and appreciation of
the leadership role. The leadership training course will be beneficial
in providing an understanding and appreciation, as well as, further
enhancing and/or developing the leadership skills of the staff. TASK
DESCRIPTIONS/ TASK 1. The contractor will present seven two-day
sessions of his "The Science of Leadership and Art of Gaining
Followers" training course. The dates and various locations to be
determined. TASK 2. The pre-training activities will include: Sending
a questionnaire to each participant via E-mail to gather information
about the participant's job related challenges and expectations of the
program. This information will be used to customize the program for
each participant group, as well as providing the OIG with a master copy
of a handout for reproduction and distribution to the participant. TASK
3. The course objectives are upon completion, participants will be able
to: state the 9 natural laws that define a leader, state the 5 key
differences between leaders and managers, explain the new leadership
paradigm, describe the 4 components of the Quantum Leader Within, Map
the territory and chart a course by perceiving what other's don't, use
the "G.A.P." technique to identify possibilities/ways to resolve
problems, communicate & reframe messages in ways that gain committed
followers, developing common ground, trust and credibility with key
followers. TASK 4. The post-training activities will include: providing
3 follow-up documents to a central point in the OIG for distribution to
participants approximately 30,60, and 90 days after each group
completes its course. These documents will help reinforce the training
and support application to the job. The OIG will: Purchase a copy of
the book, "The Nine Natural Laws of Leadership", for each participant;
provide a -inch VHS VCR and large screen at each training site;
Acquire training rooms which will accommodate 50 participants sitting
in small groups and provide adequate floor space to conduct several
