synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA is seeking a
Portable Mass Spectrometer System meeting the following specifications:
General Requirements and Objective -- 1. The mass spectrometer system
shall consist of a portable, self-contained system that is capable of
being mounted on a mobile equipment cart. There shall be pumping
equipment compatible with using the mass spectrometer to sample at
pressures between 500 torr and 1 x 10-7 torr. The sensitivity of the
system shall be equal to or better than stated below at the specified
resolution. The system shall be used as a diagnostic tool for
determining the presence of various gases and for general
troubleshooting. Mechanical Requirements -- 1. Shall include a high
pressure sampling system consisting of a rough pump and turbomolecular
pump to allow the spectrometer to "sample" gas systems with pressures
from 1 x 10-7 torr to 500 torr 2. Interface connections shall consist
of: minimum 1" diameter flexible stainless steel tube, 24" long with
Varian type "conflat" metal gasketed flanges 2.75" nominal size. There
shall be a 1" diameter isolation valve to isolate the spectrometer
"head" and vacuum pumps from the flexible tube. 3. Shall include
operations and maintenance manuals for all components. Electrical
Requirements 1. Mass range: 1 -- 200 AMU 2. Shall consist of detector
head and matched control electronics including power supply with all
necessary cabling and connectors 3. Shall include suitable data
recording and display devices, or be compatible with standard PC to
incorporate the data storage and display with the ability to store
multiple scans, display, and print out the data 4. Shall include
software for control and data acquisition/display/printing -- ability
to display histograms, analog peaks, pressure vs. time plots, and
include a library of various mass spectra 5. Detector head to have
redundant filaments for uninterrupted operation 6. Sensitivity: 2 x
10-4 amps/torr (open ion source) 7. Shall include the appropriate
vacuum gauge instrumentation as follows: measurement range to be 1 x
10-9 torr -- atmosphere including the electronics, sensor head, and
cabling 8. Power supply and controller for turbomolecular/rough pump
package including all required cabling and connectors NASA has
determined that the above specifications can be met via the following
commercial products: 1. Quantity-1, MKS Instruments Model PPT-C200-F1Y
Analyzer 2. Quantity-1, MKS Instruments Model CB600-4S-10 ten foot
computer cable. 3. Quantity-1, MKS Instruments Model PS-1A Remote Power
Supply for RGA System, 24 VDC 4. Quantity-1, MKS Instruments Model
401439-G3 PPT for Windows Software 5. Quantity-1, MKS Instruments Model
VWPR-LG-16GUD Manifold 6. Quantity-1, MKS Instruments Model 122490-G1
Manifold Heater 7. Quantity-1, MKS Instruments Model 401654-G3 PPT
Power Interlock Cable 8. Quantity-1, MKS Instruments Model TPK-UDNM
Turbo pumping kit 9. Quantity-1, MKS Instruments Model HVG-3 Vacuum
measurement gauge system Quoters may submit quotations for equivalent
commercial items; however, an explanation of how each product is
equivelant to those stated above must be included with the quotation.
This can often be accomplished via submission of product literature.
The provisions and clauses in the RFQ are those in effect through FAC
97-9. This procurement is a total small business set-aside. See Note 1.
The SIC code and the small business size standard for this procurement
are 3829 and 500, respectively. The quoter shall state in their
quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to NASA LeRC is required within 40
days ARO. Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-C9. Quotations for the items(s) described above may
be mailed or faxed to the identified point of contact, by the date/time
specified, and include, solicitation number, FOB destination to this
Center, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN),
identification of any special commercial terms, and be signed by an
authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items

submit a quotation. Quoters shall provide the information required by
FAR 52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of

Quotations are due by December 17, 1998 to the address specified above.
Award will be based upon overall best value to the Government, with
consideration given to the factors of proposed technical merits, price
and past performance; other critical requirements (i.e., delivery) if
so stated in the RFQ will also be considered. Unless otherwise stated
in the solicitation, for selection purposes, technical, price and past
performance are essentially equal in importance. It is critical that
offerors provide adequate detail to allow evaluation of their offer
(see FAR 52.212-1(b). Quoters must provide copies of the provision at
52.212-3, Offeror Representation and Certifications -- Commercial Items
