issued for this procurement under the title "Emissions Factor Testing
Support". The change is only in the title of the procurement. The U.S.
Environmental Protection Agency (EPA), Assessment and Modeling
Division is seeking a contractor from a non-California, low-altitude
area, within 100 miles of a centralized Inspection and Maintenance
(I/M) location. The contractor shall provide technical support for
in-use vehicle emission testing to implement requirements of the Clean
Air Act Amendments (CAAA) of 1990. Such projects will be specified
under a level of effort contract, sometimes with a short turnaround
time requirement. The testing support shall be provided on such tasks
as: in-use vehicle emission testing, performing exhaust and evaporative
emission tests as described in Subpart B to 40 CFR Part 86 for
gasoline, diesel, and alternative fueled vehicles, testing of new
technologies such as, remote sensing devices, onboard emission data
loggers, onboard diagnostic equipment, etc., recruitment of vehicles
and other tasks to assist in the reduction of mobile source emissions.
The contract shall not be required to produce feasibility studies or
make decisions on regulations or policy. Therefore, all testing
analyses and support are limited to technical issues; advice or
assistance relative to policy development, decision-making, management
and/or administration issues shall not be provided under this
contract. A cost plus fixed fee, level of effort contract is
anticipated. The base period will consist of 12 months. In addition,
there will be four options, each option will also consist of 12 months.
It is anticipated the level of effort for the base period will consist
of 10,000 hours and include a quantity option of 15,000 hours. Each
option will contain the same level of effort. The sic code is 8711. The
solicitation will be processed under full and open competition in
accordance with FAR. Anticipated award date is October 1999. EPA uses
Electronic Commerce (EC) to issue Solicitations and amendments to
Solicitations. The subject Solicitation and any amendments to it will
be available via the Internet at the URL address shown below. Paper
copies of the Solicitation will not be provided. All responsible
sources may submit a proposal in response to the Solicitation which
