German, Contracting Officer (202) 307-0613 The Office of Justice Programs intends to award a sole source purchase order to Professional Services Corp. (PSC), 11921 Freedom Drive #550, Reston, Virginia, 20190 to design a series of enhancement to the Bureau of Justice Statistics (BJS) existing Criminal Victimization Survey (CVS) computer software package. PSC has collaborated with BJS on the initial design and implementation of the Survey Desktop (now known as the Criminal Victimization Survey) software. Having PSC enhance and incorporate needed changes into the original version of the software will allow both BJS and the COPS office to be able to quickly get the software out to the public in a timely and cost efficient manner. It is recommended that Professional Services Corp. continue designing enhancements to the existing CVS software because their expertise and knowledge of the existing system. This purchase order will be negotiated under the authority of 41 U.S.C. 252(c)(1) -- Only One Responsible Source with Unique Capabilities. This is not a request for quotations.
