Request for Offer (RFO) for research on an improved Hall Thruster to
develop a Xe Hall thruster propulsion system that is capable of minimum
thrust of 100 mN and a specific impulse of 3200 seconds at a thruster
power of 2.3 KW with 8000 hours of life with reduced mass, reduced
complexity, and reduced recurring cost over state-of-the-art ion
thruster propulsion systems for use on aggressive space science
missions. NASA plans to make multiple awards for this two phase
research and development effort using the following technique: The
first phase will consist of an R&T effort to demonstrate the critical
technologies required for successful system development. The second
phase will be an option consisting of the full scale development,
fabrication, and testing of an engineering model system. Exercise of
the Phase 2 option will be determined using a down-selection procedure
whereby a Government analysis of phase I results and their probablity
of success coupled with budgetary constraints will determine which, if
any, options are exercised. Phase I shall be Firm Fixed Price not to
exceed 6 months and about 1 1/2 engr. manyears. Phase II shall be Cost
Sharing and about 30 months long. Both phases shall be submitted by
offerors in a single proposal so that a contract consisting of both
phases as described above may be awarded. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26. The
SIC Code and Size Standard are 8711 and $2.5 Million, respectively. The
DPAS Rating for this procurement is DO-C9. The provisions and clauses
in the RFO and model contract are those in effect through FAC 97-7. All
qualified responsible sources may submit an offer which shall be
considered by the agency. The anticipated release date of the RFO with
all the specifics is on or about December 23,1998 with an anticipated
offer due date of on or about January 31,1999. An ombudsman has been
appointed -- See Internet Note "B". The solicitation and any documents
